EXECUTIVE SUMMARY
Recommendation to accept and ratify fee waivers granted by the Director of Domestic Animal
Services for the period of May 1, 2016 through September 30, 2016 in accordance with the process
established by Resolution No. 2016-125.
OBJECTIVE: To provide the Board with a record of fees waived by the Director of Domestic Animal
Services for the period of May 1, 2016 through September 30, 2016.
CONSIDERATIONS: On June 14, 2016, the Board adopted Resolution No. 2016-125 that allows the
Director of Animal Services to waive reclaim fees to help reunite pets impounded at Domestic Animal
Services with their owners.
Section II. A and E of Exhibit A to Resolution No. 2016-125 allow waiver of fees for field surrenders,
board for quarantine, and reclaim fees at the discretion of the Director when to do so will prevent the
suffering of animals, ensure public safety, or return an animal to a responsible home and no reasonable
alternative to waiving the fees exists. Section II. A also requires that such waivers be brought before the
Board in a quarterly report for after-the-fact ratification.
From May 1, 2016 through September 30, 2016, the Director waived surrender and board fees for four
dogs and 166 fighting birds. Table I (attached) shows an itemi zed list of fees waived for the period being
reported.
FISCAL IMPACT: The Domestic Animal Services revenue budget for boarding and owner surrender
fees for Fiscal Year 2016 was $37,000. The total dollar amount of fees waived for the period being
reported is $1,950.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners ratifies the waiver of fees in the
amount of $1,950 for the period of May 1, 2016 through September 30, 2016.
