(Commissioner McDaniel's request) 02/14/2017 EXECUTIVE SUMMARY Recommendation to decline an offer to purchase the Bank of the Everglades Building for historic preservation and other public uses. OBJECTIVE: To consider the opportunities and expenses associated with acquisition of the historic Everglades Bank Building in Everglades City. CONSIDERATIONS: Collier County has been offered an opportunity to acquire the historic Everglades Bank Building in Everglades City. The property is located at 201 Broadway Avenue West, Folio #83496040002. The property is approximately .23 acres; the original 1926 two-story structure was 1750 square feet per floor; a subsequent 1956 addition added 831 square feet on both floors. The current owner is Robert Flick. The County has received an offer letter from Ellen Chadwell, Mr. Flick’s attorney, indicating that he will entertain an offer in the range of $500,000 to $750,000. The Bank of the Everglades was chartered in 1923, and the building was completed in 1926 by Barron G. Collier. It was the only bank in Collier County for thirty-six years. After Hurricane Donna in 1960, the bank closed and its assets were moved to the Bank of Immokalee. It has housed the office of the Humble Oil Company, the Everglades Echo newspaper, and most recently has been used as a bed and breakfast. According to the offer letter, the structure still houses the old bank vault, and also includes an original freestanding safe. The building is on the National Register of Historic Places and is a designated local historic site. Acquisition of the building is not contemplated in any Museum Division long-range plans. The Division maintains a presence in Everglades City via the Museum of the Everglades, a 2800-square-foot facility located in the former Collier-era laundry building, located at 105 Broadway Avenue West, just across the street from the Bank Building. The Museum of the Everglades features permanent and temporary exhibit space and a small theater room. The facility has two fulltime authorized positions and an annual operating budget of $218,300 for FY 17, funded by Tourist Development Taxes. If the Board decides it is interested in pursuing purchase of the Bank Building, a significant amount of due diligence is needed. Considerations should include the following: Title work Appraisals Structural Assessment Phase I Environmental Site Assessment Community Input/Visioning Study to determine future use(s) Restoration/Renovation Estimates Zoning and Permitting Considerations City of Everglades restrictions on alterations to designated historic sites Florida State Historic Preservation Office requirements for the treatment of places on the National Register Staffing and Operating Costs FISCAL IMPACT: There is no fiscal impact associated with declining this offer. If the Board decides it is interested in pursuing purchase, staff can return with a complete picture of the cost of due diligence, as well as potential funding sources. 16.D.2 Packet Pg. 542 02/14/2017 GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
