Agenda 02/14/2017 Item #16C202/14/2017 EXECUTIVE SUMMARY Recommendation to advise the Board of a $25,000 contribution from Florida Department of Environmental Protection as part of Contract GC-690 with Collier County, toward purchase of a replacement county vehicle. OBJECTIVE: To recognize the offer from the Florida Department of Environmental Protection (DEP) of $25,000 under Contract GC-690 as a contribution toward purchase of a replacement county vehicle for the Program staff. CONSIDERATION: Collier County has continuously maintained revenue earning contracts with the DEP since 1992 to undertake inspections of regulated storage tanks. The objective of the program, which is part of the Solid and Hazardous Waste Management Division’s (SHWMD) ongoing work, is to protect the groundwater, lan ds, and surface waters of the county from accidental discharges of hazardous materials stored in regulated tanks. The current contract, GC-690, began July 1, 2007, and will end June 30, 2017 but FDEP has indicated it intends offering a renewal contract. The FDEP has recently offered funding in the amount of $25,000 to offset the acquisition, maintenance, operation and ownership of a vehicle by May 31, 2017 for the expansion of the compliance verification activities under the Contract and its renewals. The relationship between the SHWMD and the DEP and the high standard of work over the past years by staff has significantly contributed to this offer. The timing is fortuitous as one of the Section’s vehicles is due for replacement during 2017. Fleet Management confirmed that acquisition of a suitable vehicle as an addition to the county fleet, using this funding source, is fully acceptable. Acceptance of this task assignment saves rate payers $25,000 for a vehicle planned for replacement. FISCAL IMPACT: The $25,000 will not fully cover the cost of the replacement vehicle and an additional estimated $13,000 will be required. Sufficient funds to purchase the vehicle are currently available in the Solid and Hazardous Waste Disposal Fund (470) and requires an Administrative Budget Amendment. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. - SRT GROWTH MANAGEMENT IMPACT: This program partially satisfies Goal 3 of the Conservation and Coast al Management Element, which states “The County shall protect the County’s groundwater resources to ensure the highest water quality practical.” This program is also specified in Objective 9.4 of the Conservation and Coastal Management Element, which requires “The County to establish a local storage tank program.” RECOMMENDATION: That the Board of County Commissioners recognizes the Florida Department of Environmental Protection’s offer and the County’s acceptance of $25,000 in revenue for purpose of acq uiring a replacement vehicle for the Program staff. How does the FDEP notify county of the tank inspections it is requesting Each year FDEP provides county, as part of the Contract GC-690, with an Annual Task Assignment in which the tanks to be inspected and the rates for different types on inspection are defined. What does Task Assignment 11 specify? Task Assignment 11 is unusual in that it does not require any inspections to be done but instead offers county $25,000 (essentially as a reward for excellent past work) as a contribution toward the acquisition, maintenance, operation and ownership of a vehicle for the use of the Tanks Inspection Program. Can County accept the Task Assignment? There appear to be no problems associated with the acceptance of the Task and its associated $25,000 revenue. What will County do with the Revenue from the Task Assignment? County will use the funding contribution to help acquire a vehicle for the Program. Fleet has confirmed it has no problem with such an acquisition and the vehicle will merely join the County Vehicle Fleet. What advantage does this Item bring to County?
