Agenda 02/14/2017 Item #16C102/14/2017 EXECUTIVE SUMMARY Recommendation to award Bid 16-6604 to Cummins Power South, in the amount of $224,886, to replace a diesel generator unit at the South County Regional Water Plant, Project No. 70104. OBJECTIVE: Restore the full capability of the emergency auxiliary generator power system at the South County Regional Water Treatment Plant (SCRWTP). CONSIDERATIONS: The proposed scope of work under Project 70104, “Water Plant Compliance Assurance Projects,” is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners (Board) November 10, 2015, Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE. Funding for project 70104 is available in, and is consistent with, the FY2017 CIP Budget. The north side of the SCRWTP has an emergency auxiliary power system that consists of three Cummins generators; a generator consists of an engine and an alternator. In the event of a power outage, the north side can be operated at full capacity by two generators with one on stand-by. The Cummins diesel engine on Generator #2 has failed, requiring it to be rebuilt or replaced in order for the power system to achieve its designed and permitted level of reliability. Staff first pursued rebuilding the engine through Contract 13-6167R with Power Pro-Tech for $101,457 (Attachment 2) who maintains all plant generators. Because the vendor would not warranty the engine block, this approach was replaced with Invitation to Bid (ITB) 16-6604 to install a factory re-built diesel engine with a two-year warranty. On March 11, 2016, the Procurement Services Division released notices of ITB 16-6604 to 566 vendors to furnish all labor, materials, equipment and incidentals required and install, put into operation, and field test a re-built Cummins KTA 38-GC2 diesel engine. Thirty-five solicitation packages were downloaded; one bid was received April 6, 2016, as shown below and on the Bid Tabulation (Attachment 1). Bidder Total Bid Amount Cummins Power South (Original bid for factory rebuilt engine only) $ 195,588.50 Cummins Power South (Alternate quote for new complete generator unit) $ 224,886.00 The single responder, Cummins Power South, also submitted an alternate quote to furnish all labor, materials, equipment and incidentals required and install, put into operation, and field test a new complete Cummins 750 kilowatt generator unit, which included a new engine and a new alternator, as a direct replacement for the existing Generator #2 at a cost of $224,886.00, including a five-year warranty (Attachment 3). The cost of $224,886.00 incorporates the salvage value of the generator unit being replaced. Staff determined that the alternate option with the new generator unit with a five-year warranty offered the best value for the county. Cummins Power South is the sole authorized distributor for Cummins products (Attachment 4). Procuring a Cummins 750 kilowatt generator maintains commonal ity with the two existing Cummins generators, providing the following advantages: 1) the new unit would have the same footprint as the one being replaced, thus eliminating modifications; 2) the exhaust system would not require any modifications; and 3) the proprietary control system, including the paralleling capability, of the new unit is fully compatible with the other two existing Cummins generator units and would not require any additional electronic interface. This control system also interfaces directly with the 16.C.1 Packet Pg. 511 02/14/2017 water plant’s switchgear and SCADA system. Staff determined the quote for a new generator unit (direct replacement) to be fair and reasonable and recommend awarding the contract to Cummins Power South, a qualified local bidder. Cummins Power South has a satisfactory performance and warranty record on previous county facility-related projects. The specifications informed the bidders there may be unforeseen conditions associated with the project. The original bid amount of $195,588.50 and the alternate quote amount of $224,886.00 both incorporate a $25,000 allowance for owner-directed additional work including, but not limited to, electrical wiring and removal/installation of site louvers. The price for additional work will be negotiated prior to commencement in accordance with the county’s Procurement Ordinance and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with, the FY17 capital budget approved by the Board on September 22, 2016. Funds are available in the Water User Fee Fund (412). The total capital cost to implement this project is $224,886.00. This is a repair/replacement project; therefore, operating costs are not expected to change. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, approves the award of Bid 16-6604 to Cummins Power South, in the amount of $224,886.00. Install a new 750kW Generator is as follows: Cummins will remove the existing 750kW generator while reusing the existing generator AC feeders, all control wiring and any existing annunciator(s) that are in place. By performing the work listed in this description, Cummins Power South is in no way responsible or can guarantee the condition of any existing conductors that are being reused for this installation. Please note that due to the existing unit configuration which will differ from the new unit configuration, certain modifications will need to be made in order to acomidate the new installation (i.e. exhaust, fuel, cooling, etc.). Remove and replace exhaust system muffler through existing penetration using existing exhaust/muffler outlet piping and Insulate new muffler. The 5 year comprehensive warranty is for the Cummins manufactured generator components only. The exhaust components will be warranted by the Exhaust manufacturer for a period of one year. CUMMINS POWER SOUTH, sales are limited to and made exclusively on these terms and CUMMINS POWER SOUTH, acceptance of any order is limited to the terms of the Seller and rejects any additional terms contained in any document that may be proposed by the Buyer 1. The Standard generator cancellation charges are 25% of the total order price after release of order from our factory. 5. Start-up services, load bank testing, and owner training are not provided unless stated on our quotation. Our standard quotation does not include off unit wiring, off unit plumbing, off-loading, rigging, installation, exhaust insulation or fuel. 13. Notice to Florida Customers. Responsibility for testing of fuel tank(s) provided by any party, as required under FDEP (Florida Department of Environmental Protection) Chapters 62-761 and 62-762, is the responsibility of the installing Contractor and Generator Permit Applicant. Cummins Power South is not responsible for damages or costs incurred by any party, when a fuel tank is filled before field testing required under FDEP or testing mandated by a Local Inspector of Authority under FBC, is performed. 14. Taxes unless otherwise stated are not included in our price. 15. All CPS work will be performed with high regard to safety and in compliance with all local and federal safety / environmental requirements. Safe access must be provided and maintained by the equipment owner to all equipment being started up by our personnel. 16. Cummins takes exception to any NETA testing. This testing shall be conducted by a certified third party company provided by others. Cummins recommends coordinating the testing process with our project management and service group to avoid any procedures that can potentially damage the generators. In addition, Cummins does not recommend repeated hi-pot testing of generator windings. Upon customer's request, Cummins can provide a list of the tests that are done during the manufacturing of the generator. 17. Exclusion for AHJ Requirements of Field Testing on Diesel Fuel Tanks. The local AHJ may require the Generator Permit holder (Owner, Contractor / Installer or CM) to perform one or more field tests on fuel tanks holding combustible liquids. A detailed explanation of the field testing requirements for diesel fuel tanks is outlined in FDEP and NFPA-30, 2013. The purchaser, installer and owner should contact the local AHJ in regard to meeting all local requirements for field testing, before ordering diesel fuel storage equipment. Be advised, that Cummins is acting only as a supplier (Vendor) in the transaction represented by this Quotation, and does NOT make any allowances for coordinating the execution of field testing or, make allowances for payment of the same in the price as Quoted.
