Agenda 02/14/2017 Item #16B102/14/2017 EXECUTIVE SUMMARY Recommendation to approve an Interlocal Agreement with the City of Naples for a joint water line upgrade and the installation of Fire Hydrants on Peters Avenue, Collee Court and Gordon Street in the Bayshore Gateway Triangle Community Redevelopment Area and necessary budget amendment. OBJECTIVE: To upgrade the water lines and fire hydrants along Peters Avenue, Collee Court and Gordon Street within the Bayshore Gateway Triangle Community Redevelopment Agency (BGTCRA) to improve water flow and pressure for fire protection and general water quality. CONSIDERATIONS: The Bayshore Gateway Triangle Community Redevelopment Agency (BGTCRA) applied for and was awarded $330,000 from the FY2016-2017 U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. The Subrecipient Agreement was approved by the Board on October 11, 2016 (Agenda Item 16B2). The purpose of the project is to upgrade existing water lines and install new and/or upgraded fire hydrants along three streets in the Bayshore Area. The improvements will be along Peters Avenue, Collee Court and Gordon Street. The BGTCRA is located on the periphery of the City of Naples water service area and has historically experienced low water flow and pressure conditions. The Greater Naples Fire Control and Rescue District has confirmed these conditions. This project is Phase 1 of a multi-year phased project in partnership with the City of Naples. The anticipated total cost of the entire project is approximately $5.3 million. Preliminary cost for Phase 1 is approximately $500,000. The BGTCRA will contribute $330,000 through a grant provided through CDBG program and the City will commit the balance. The project is scheduled to be advertised for construction in early March. Should the actual construction bid exceed the estimated probable cost and grant amount, staff will review funding options with the City before bringing the contract forward for approval. The Interlocal Agreement outlines the County and City responsibilities when the project begins. The County will annually utilize HUD CDBG funds, as available, including those identified above, and the City will provide the balance of the construction cost. In addition, the City has agreed to provide design services to upgrade the water utility services, thus allowing the HUD CDBG funds to be applied to construction. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. - JAB FISCAL IMPACT: Total cost estimate of the Phase 1 is $447,000. Funds in the amount of $330,000 are from HUD CDBG grant through CHS and are budgeted within the Bayshore CRA Grant Fund 717, Project 33494. There is no match requirement for the grant portion. City of Naples will reimburse t he County an estimated amount of $117,000. A budget amendment is required in the amount of $117,000 in Bayshore CRA Match Fund 718, Project 33494. GROWTH MANAGEMENT IMPACT: The authorization of an Interlocal Agreement to upgrade City water lines in the Bayshore CRA and install additional fire hydrants is in accordance with the intent of the Growth Management Plan Intergovernmental Coordination Element.
