Agenda 01/24/2017 Item #16E601/24/2017 EXECUTIVE SUMMARY Recommendation to approve Change Order #001 for the Learning Management System content bundle and services package upgrade in the amount of $16,800 to Cornerstone OnDemand, Inc. for Contract 16-6621, Learning Management System. OBJECTIVE: To enhance the course offerings available to employees in the Learning Management System. CONSIDERATIONS: The Board approved the award of Contract 16-6621, for $135,500.00, to Cornerstone OnDemand, Inc. (Cornerstone), during the October 11, 2016 Board meeting (Agenda Item 16.E.15.) for the acquisition of web-based Learning Management software for employee training programs, which included the GoldPlus content bundle. Collier County currently provides training and development opportunities to its employees predominantly in a classroom-based environment. These courses are taught in a centralized location and can accommodate only a limited number of participants. As training options are currently scheduled, team members who wish to take advantage of learning opportunities must often travel and devote a significant portion of their work day to participate. The primary HR training facility has a maximum capacity of 30 students for instructor-led courses, and the average cost per training hour per participant is $7.92, if all seats are filled. Further, with limited seating for each of the instructor -led courses, we only have the opportunity to provide classroom-based learning to 1.4% of our employee population at any given time. The Human Resources Division sought a technology solution that would assist the organization in providing continual learning opportunities to 100% of team members through a Learning Management System. These systems are software applications, often web-based, that are used to administer, document, track and report on electronic educational technology courses or programs (often called e-learning). Strategic objectives of implementing this initiative include effectively aligning business objectives with employee performance through effective learning solutions; enhancing the scope and quality of resources available in support of the agency’s talent development strategy; making training continually available to team members; creating and/or providing engaging learning content to inspire ongoing learning; reducing the costs associated with classroom-based learning and providing learning opportunities for geographically-dispersed learners. This Change Order will authorize the upgrade of the content bundle and services package from the GoldPlus to PlatinumPlus option, which is a result of additional budgetary flexibility that we were unaware of at the time the selection of the GoldPlus bundle was made. With the GoldPlus bundle, the cost per employee per year was $14.00 for 30 courses, or approximately $.46 per course. The cost of the PlatinumPlus bundle per employee per year is $22.00 for 90 courses, or approximately $.24 per course. Course length per the provider varies; Collier County has selected courses that range from .5 hours to 2.5 hours in length. While we are able to implement the project as originally contracted, making this change affords the opportunity to offer a broader scope of courses, including versions of courses which mirror the Collier County Government mandatory training curriculum. This package is anticipated to result in enhanced clarity and understanding of program concepts, behavioral expectations and will better serve the diverse training needs of the Collier County Government employee population. FISCAL IMPACT: Funding for implementation of a Learning Management System was approved as part of the FY 2017 Human Resources budget under fund and cost center 001-121810, in the amount of $135,500.00. The change will result in an additional cost of $16,800.00; the funds are available in the Human Resources budget. 16.E.6 Packet Pg. 954 01/24/2017 GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action.
