EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 2 for additional work associated with ITB No. 16-
6607 Collier Blvd., Highway Beautification in the amount of $30,194.98, authorize funding to
upgrade irrigation equipment in the amount of $3,040 and approve the necessary budget
amendment (Project 60149).
OBJECTIVE: To approve additional work associated with ITB No. 16-6607 Collier Blvd., Highway
Beautification for the installation of median irrigation and landscaping improvements to a portion of State
Road 951 (Collier Blvd.).
CONSIDERATIONS: On September 9, 2014, agenda item 10B, the Board of County Commissioners
(Board) approved the submittal of a Florida Highway Beautification Council grant application for median
irrigation and landscaping installation for State Road 951, (Collier Boulevard, a 0.6 mile project in
length), between Fiddler’s Creek to the unimproved median north of Mainsail Drive. The Board approved
the Memorandum of Agreement (MOA) with the Florida Department of Transportation on October 27,
2015, agenda item 16A12, for the landscape and irrigation installation. On January 22, 2016, FDOT
approved the extension of the project completion date to June 30, 2017, because of initial design delays
and anticipated delays in the bidding and awarding of the contract. The contract (ITB No. 16-6607), was
awarded to Hannula Landscaping and Irrigation, Inc., in the amount of $152,247.78 on July 12, 2016,
agenda item 16A15. In addition, FDOT will reimburse Collier County $100,000 of the installation costs.
On December 13, 2016, agenda item 16E9, Change Order #1 was approved by the Board removing the
water meter installation cost from the bid allowing this interdepartmental expense to be paid in the
amount of $9,600. Other changes included increasing the main casing size that was incorrectly specified;
changing the valve type; and increasing the number of bubblers to meet the plant material requirements.
Change Order #1 increased the contract by $752.00 or .49 percent.
Collier Blvd. (SR 951) was constructed by the FDOT and the median is intermixed with rock and soil.
Change Order #2 addresses the cost for the contractor to purchase, deliver, and install 875 cubic yards of
compost in the medians. Other bid changes include changing the type of bubbler to a lower flow bubbler;
changing a plant material species; and adding a new detail addressing the water meter connection to the
mainline. Change Order #2 will increase the contract by $30,194.98 or 20.23 percent.
Board approval is also required for the budget amendment to upgrade the Motorola controller and
associated programming through an existing contract, (ITB 15 -6370 Motorola Central Control Irrigation
Supplies Services), in the amount of $3,040.
A Notice to Stop Work was issued on November 10, 2016, until these issues could be resolved through
Board action adding 55 days to the contract. Upon Board approval, work will be initiated on January 24,
2017, and the final completion date will be May 1, 2017.
FISCAL IMPACT: Funds in the total amount of $33,300 will be added to Collier Blvd., Highway
Beautification (Project 60149) from Landscape Capital Project Fund (112) reserves. A budget
amendment will be required to complete this action.
The estimated annual maintenance cost is $25,800 for the additional 0.6 mile project. Future maintenance
funding for the landscape segment will be funded by the Unincorporated Area General Fund (111).
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
