Agenda 01/10/2017 Item #16D 4 16.D.4 01/10/2017 EXECUTIVE SUMMARY Recommendation to recognize FY 2016/2017 Federal Transit Administration Section 5311 revenue in the amount of$364,222 awarded to Collier Area Transit to provide access to transportation for the rural areas of the County and authorize all necessary budget amendments. OBJECTIVE: To accept $364,222 in Federal Transit Administration funds, which will be used to offset operational costs for the Immokalee Circulator. CONSIDERATIONS: On February 11, 2016, the Florida Department of Transportation (FDOT) executed a multi-year Joint Participation Agreement (JPA) with the Board of County Commissioners for operating funding identified by contract number G0738 and project number 410120-1-84-35. Collier County receives these funds to offset operations of the fixed route service in the rural areas of Collier County. On November 22, 2016; Collier County staff received Notification of Funding from FDOT for contract number G0738, in the amount of$364,222 for FY2016/2017. The required 50%match of local funds is in the FY2016/2017 operating budget for Fund 426. The State requires all grantees receiving grants in excess of $100,000 to file a "Standard Lobbying Certification Form." On January 26, 2016, under Agenda item 16D12, the Board authorized Public Services Department Head, Steve Carnell, as the Board's designee, to sign the "Standard Lobbying Certification Form" for the JPA. Staff requests that the Board authorizes the Public Services Department Head as its designee to sign the current "Standard Lobbying Certification Form" and all future notices associated with this JPA. FISCAL IMPACT: A budget amendment is required in the amount of $364,222 to recognize grant revenue funds for Contract G0738 in CAT Grant Fund(424), Project 33456. A budget amendment is also required in the amount of$364,222 for the CAT Match Fund (425), Project 33456. Matching funding is available within the Collier Area Transit Enhancement Fund (426) supported by the annual transfer of General Fund(001)revenue. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB RECOMMENDATION: That the Board of County Commissioners (1) recognizes the FY 2016/2017 Federal Transit Administration Section 5311 additional revenue in the amount of$364,222; (2)authorizes the Public Services Department Head to sign all Standard Lobbying Certification Forms associated with this multi-year JPA; (3) approves all necessary budget amendments; and (4) authorizes the chair to sign the Notification of Funding and any other required documents.
