Agenda 01/10/2017 Item #16D 1 16D.1 01/10/2017 EXECUTIVE SUMMARY Recommendation to approve the Certification of Credentials - Single Library Administrative Head to update the previously approved FY2016-2017 State Aid to Libraries Grant Application. OBJECTIVE: To offset the ad valorem cost of providing library services through grant funding. CONSIDERATIONS: The Board approved the FY2016-2017 State Aid to Libraries Grant Agreement, Technology Plan, and Current Year Action Plan, authorizing the Collier County Public Library to apply for State Aid to Libraries in the estimated amount of$222,978 at their September 27, 2016 meeting(Agenda item 16D9). The Library Director's position was vacant at the time the application was processed, and a Memorandum was submitted in lieu of the Certification of Credentials. Now that the position is filled, the Certification of Credentials needs approval to replace the previously approved Memorandum. Collier County Public Library qualifies for State Aid to Libraries under Chapter 257 of the Florida Statutes. The Florida Department of State, Division of Library and Information Services administers this program. The Grant Agreement, Technology Plan, and the current year Action Plan are required to receive State funding. The Board has approved submission of the application for State Aid and associated contracts and documents for over three decades. State Aid for FY2017 was authorized by the 2016 Florida State Legislature. The agreement serves as an application for the grant as well as acceptance of the grant. The grant amount is calculated using a formula that considers: (1) the amount of local funds appropriated for the Library with an adjustment based upon the amount of revenue one mil levy in the jurisdiction would generate, (2) the number of library systems in Florida that qualify in a given year, and (3) the total amount made available by the State Legislature to improve library services within the State. Funds are intended to supplement,rather than replace,local effort toward that end. State Aid may not be used to fund capital construction. It may be used for operating purposes, personnel, materials, and equipment. FISCAL IMPACT: This action is required to assure receipt of$222,978 in State Aid to Libraries grant funds. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval-JAB GROWTH MANAGEMENT IMPACT:None.
