OBJECTIVE: To appoint one member to the Tourist Development Council. CONSIDERATIONS: The Tourist Development Council (TDC) is a 9 member council created on March 23, 1992 by Ord. No. 92-18 to make recommendations to the Board of County Commissioners regarding a proposed plan of uses for tourist development tax revenues, for the effective operation of the special projects or uses of the tourist development tax revenues, and to review all expenditures of revenues from the tourist development trust fund. Membership consists of the Chairman of the BCC, 3 owner/operators, 3 non-owner/operators and 2 elected municipal officials. Terms are 4 years.A list of the current membership is included in the backup. On April 21, 2016, the BCC approved the request of the Marco Island City Council that Councilman Larry Sacher be reappointed to the TDC for a partial term only, until October 31, 2016. This seat for an elected official from Marco Island is now vacant, and at its regular meeting on November 14, 2016, the Marco Island City Council recommended the following be appointed to fill the remainder of the vacant term: APPLICANT CATEGORY DIST. City of Marco Island Resolution No. 16-88 is included in the backup to this item. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation, approves the City of Marco Island recommendation of Councilman Victor Rios, and directs the County Attorney to prepare a resolution confirming the appointment. Overlapping that, I applied to be a w member of the County level CAC(Coastal Advisory Committee).This Committee composed of 9 0 a) members, 3 each from MI,Naples and the unincorporated areas of Collier County.The CAC is E responsible for reviewing all issues regarding our Coastal areas and beaches,key to SW Florida E economy, and then recommend expenditures funded by the Tourist tax to address needs on those areas. c I served on this committee for almost 8 years(due to election rules I had to resign from the Committee a a. in order to run for MI City Council,otherwise I would have stayed),the longest serving member of the as 0 Marco Island representatives. o T ns I was born and raised in Cuba.As a strong believer in human right,the rights to free speech and the c 0 practice of religion, amongst many other liberties and privileges we enjoy in our great United States of E America, I demonstrated repeatedly against the curtailment of those freedoms in Cuba by the Castro 8 rt I government.As a result of that I became a political prisoner where torture and atrocities were committed against me and the other prisoners on a daily basis. Eventually I was released and thanks to c, N a family friend I was able to leave Cuba for the US in the early 1960's cc ,- 0,)M A few months after my arrival I volunteered to serve in the US Army and when my time was up I N r received an Honorable discharge. In 1968 I married my lovely wife Joan,We have two boys (now grown men), one of whom is married m and lives in Keller,Texas (right outside Dallas),and our other son who lives in Jacksonville, Florida. F I have degrees in Engineering and a Master in Business. While I have worked from an early age, my last E 3o years of my career I worked in the Aerospace industry, designing sophisticated systems for civilian ((FAA) and military applications (multiple US agencies and foreign customers). I was Director of e Software Engineering,then VP of Engineering(management responsibilities for about 1000 engineering organization), and the President of a division of a large American company. While I was working I continued my dedication and commitment to the community.The last 12 years of my career were in California, and it was there where in late 1993 I met with then Los Angeles Mayor Richard Riordan and developed a program to train public school children in computers and even donating personal computers to those students who completed the course(we had i00% success rate) so that they would continue refining their skills in such an important technology. c a) a) For my dedication to Community Service, I received several awards from LA Mayor Richard Riordan, The LA City Council,The Harold S Geneen Award,and eventually,the First lady of California award for "Outstanding Corporate Volunteer"in 1997.All monetary proceeds for those awards, thousands of dollars,were donated to an organization that I belonged to for 10 years, an after school program for children at risk(exposure to gangs,juvenile delinquency, etc.)The organization was LA BEST(Los Angeles Better Educated Students for Tomorrow). I served as a Board member for ten years until I moved to Marco Island in 2004. E 5 Since arriving to Marco Island, as pointed above, I have been a volunteer for the MI community. I also a attended and participated(before I became a MI City Councilor) in 90%of all MI City Council meetings, missing only those where I have either been sick or out of town. Before each City Council meeting I prepare myself by going to the MI website to get familiar with the agenda and related material and then be able to contribute my experience with comments and suggestions on many issues. g > My commitment is to listen to our citizens,full ethical and honest participation and work for the whole spectrum of citizens of our"Piece of Paradise",including single family homeowners, condo owners and all businesses, many of which may not be residents of MI,but do invest here and provide jobs and opportunity for our citizens,while also making a significant economic contribution which is part of the formula for low taxes and"smart"growth.
