Agenda 12/13/2016 Item #16A44 16.A.44 12/13/2016 EXECUTIVE SUMMARY Recommendation to seek approval for the submission of two Safe Routes To School applications with the Florida Department of Transportation in the amount of $1,301,384 to fund the construction of sidewalks along Carson Road north of Westclox Drive to Eden Park Elementary School and Linwood Avenue to Shadowlawn Elementary School. OBJECTIVE: To provide safe pathways for our children and families to walk and bike in Immokalee and East Naples. CONSIDERATIONS: On September 1, 2016, FDOT announced a call for applications for the Safe Routes to School (SRTS) program in Florida. All applications must be submitted by December 31, 2016, to the local FDOT office. FDOT will select SRTS infrastructure projects which directly support increased safety and convenience for students in kindergarten through high school who walk and/or bicycle to or from school. In partnership with the Collier County Public School (CCPC), staff has targeted 2 sidewalk locations in close proximity to two elementary schools in the County as follows: Eden Park Elementary School - The first location is Carson Road, north of Westclox Street in Immokalee. The project consists of construction of a 6-foot wide sidewalk and appropriate drainage from the rear exit of the school, along Carson Road and continuing south to Westclox Street. The project is approximately 0.72 miles long. Carson Road is a local road which connects a Habitat for Humanity development and several neighborhood streets to Eden Park Elementary School. The school has a population of approximately 700 children and approximately 85%of the students are not provided bus transportation, they either walk or bike to attend school. CCPS does provide transportation to the remaining 15% of the students that live too far away from the school to walk. Eden Park Elementary School is located in a predominately residential area of Immokalee. The school is directly connected to a sidewalk on all streets with the exception of this section of Carson Road (Westclox Street to Carson Lakes Circle). The installation of this gap in sidewalk will directly connect the school to the surrounding community and will fill the last missing link in providing full sidewalk access to the school. This project, is located in the Immokalee Community Redevelopment Area (CRA). The Advisory Committee met on October 19, 2016, and unanimously voted to provide a Letter of Support to be included in the application. Shadowlawn Elementary School - The second location is Linwood Avenue from Airport-Pulling Road to Linwood Way, in East Naples. The project consists of construction of a 6-foot wide sidewalk for approximately 0.52 miles. Children walk and bike along Linwood Avenue to attend Shadowlawn Elementary School. Linwood Avenue is a heavily traveled street and frequently is used as a 'cut through' to avoid the traffic along Davis Boulevard, East Tamiami Trail and Airport-Pulling Road. Often the children must compete with the large delivery trucks and work trucks that travel this street. In 2009, the Bayshore CRA and the County installed stormwater improvements in the Gateway Triangle Area, including along Linwood Avenue. Since the stormwater infrastructure is currently in place, the cost of the sidewalk on the north side of the street will be reduced. The potential project, Linwood Avenue, is located in the Bayshore Gateway Triangle CRA. The Advisory Committee met on October 4, 2016, and unanimously voted to provide a Letter of Support to be included in the application. Packet Pg.939 16A.44 12/13/2016 Each application requires at least one neighborhood meeting be held to get input on the potential project. A meeting was held with the Eden Park School Advisory Council on November 15, 2016. The required meetings were held for each project. A meeting was held in conjunction with the Science, Technology, Engineering, Arts &Math (STEAM) Breakfast on December 2, 2016, at Shadowlawn Elementary School. The sidewalk projects were discussed at both meetings and the neighborhood support of the applications and the potential installation of sidewalks were received. Staff has also received Letters of Support from the Collier County Sheriffs Office, the Collier MPO and a variety of local businesses and organizations. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action.-JAB FISCAL IMPACT: Funding for the program is contingent on future federal and state legislative appropriations. The total project cost for both projects in the proposal is $1,301,383.58. Should Collier County receive funding from FDOT for the proposed projects, funding would be awarded in the amount of$1,301,383.58. A local match is not required however; FDOT requires the contingency to be covered with local funds. Contingency is anticipated to be $148,624.58 for both projects. If funding is awarded, staff will work with the Collier County Public Schools to fund a portion of the contingency. Local funds are anticipated to be provided by a general fund transfer. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. Project Grant Amount Local Total Contribution Eden Park $717,072.12 $82,107.50 $799,179.62 Shadowlawn $435,686.88 $66,517.08 $502,203.96 $ 1,152,759.00 $ 148,624.58 $ 1,301,383.58 GROWTH MANAGEMENT IMPACT: These projects for transportation infrastructure improvements are consistent with the Growth Management Plan (GMP). In addition, the applications support the Goals, Objectives and Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub Section of the GMP. RECOMMENDATION: To approve the execution and submittal of the Safe Route to School (SRTS) applications for Eden Park Elementary School and Shadowlawn Elementary School. Opportunity to resolve a documented hazardous walking condition and eliminate the resultant school busing. Q ❑ Yes ® No Include a discussion of public support for the project if busing were eliminated: Eden Park o Elementary does not provide Hazardous Busing for their students. co B.Are many students already walking or bicycling to this school in less than ideal conditions? ® Yes ❑ No ° If Yes: a) • Explain more about the number of students affected:Eden Park Elementary School is nestled within a well a established neighborhood. It has a current enrollment of 700 and a large number of students reside within cc approximately 2 to 3 miles of the school. Only 106 students in the outlying areas of the school do take03 CD advantage of bus transportation provided for them.Approximately 85%of the students walk, bike or utilize co other means of transportation to get to or come from school each day. It is imperative that these 594 students ti walk and bike to school safely. Currently the children and families in the area of this project must walk or bike CI01 in the roadway on their way to or from school. There are fifty-five elementary students within this area that c. walk or bike to and from school. This is approximately 10%of the student walkers at the school. Many E children are driven to school due to safety concerns. It is a common practice for some parents to pick their co children up along this exit of school property instead of waiting in the parent pick-up line. This additional traffic p causes additional conflict for student walkers. Additionally, there is limited lighting which increases the v dangerous and unsafe conditions. There are fifty-five elementary students within this area that walk or bike to school. Middle school and high school students are in addition to this number. Ta • Explain more about the conditions/obstacles which prevent walking or bicycling to your school:The Carson a Road area north of Westclox Drive has deep open stormwater ditches on both sides of the street. During the -0 rainy season, students are forced to walk in the street to go to and come home from school. Some parents, N rather than use the school facilities to pick up their children will wait at the most westerly end of Carson Road a) for their children.Vehicle and pedestrian traffic are sometimes in conflict when traveling and walking along this rf portion of Carson Road. °o C.Are enough students living near the school to allow many to walk or bike to school if conditions were improved? uo ® Yes❑ No o If Yes: N m • Explain more about the number of students living near the school and how this relates to the anticipated success of the proposed SRTS project: Eden Park's principal, Linda Salazar, indicated that the student's re parents/guardians are mostly 2-parent households and are extremely interested in getting a good education for a) their children. They regularly attend school sponsored events like those identified in Question E below. The co parents/guardians are extremely responsive should an issue arise with their children such as meeting with the 0 teacher/principal when an issue comes up.With almost 45% of the Immokalee population Iiving below the - poverty level, it is difficult for most families attending Eden Park to afford the luxury of a vehicle. The majority of o the families rely on walking, biking and local transit to travel. The installation of the Carson Road sidewalk will 7 provide a safe pathway for the students and parents/guardians not only during school hours but for all day, I— every day. O 0 Lt_ D.Write a brief history of the neighborhood traffic issues as background for the proposed project:The school is in the L center of a neighborhood and an intregal part of the community. People routinely walk in the road unless traffic as volumes or speeds discourage them. It is common to see worn footpaths along the roadside in the Immokalee area c showing that there are numerous walkers despite the lack of pedestrian infrastructure. After a rainfall, some of the -tea areas are muddy for hours or days. This condition discourages safe walking because children are forced further into tu the street. c C) E c) CO Q January 2016 Florida's Application for SRI'S Infrastructure Projects Page 6 of S { n Packet Pg.947 16.A.44.a FOOT FORM#500-000-30 E. How do the demographics of the school population relate to the anticipated success of the proposed SRTS project? For instance, is there a population of students near the school from a culture which traditionally walks a lot? The population around the school consists of a culture and demographic that typically walks or bikes with almost 45 percent of the population of Immokalee living below the poverty line.Almost half of those living within the project area use public transit, bike or walk to work. This dependency on bicycle and pedestrian facilities is in part due to a lack of access to private vehicles. Eden Park provides a number of events for parents/guardians to stay involved with their a children. Some of this year's events were: Donuts for Dad's had 108 fathers in attendance, Muffins for Mom had 350 in attendnance, Report Card Pickup had 400 parents/guardians while the Open House Conference night had 500 in o attendnance within a 700 student school. The parents/guardians also take advantage of Thursday night English 2 classes and Citizenship Training. The addition of sidewalks would be used by students and their families as they attend school as well as these school sponsored functions early in the morning and in the evening, before and after typical ,o school hours. The neighborhood is predominantly a walking/biking community since more than one-quarter of the population does not own a vehicle. F. Provide the percent of free or reduced lunch program at the affected school;99%of the students are identified as exonomicaily needy and qualify for free/reduced lunch. G. Public Support- Explain your public information or public involvement process below. You may attach up to six unique letters, on official letterhead, from groups indicated below. The letters should indicate why and how the authors can support the proposed project at the affected school. i What neighborhood association or other neighborhood meetings have been held to inform neighbors directly affected 0 by this proposed project and the reaction? There is a tremendous amount of support and need for Safe Routes to School projects in the East Naples Area. The monthly Bayshore Gateway Triangle Community Redevelopment Agency rr (CRA)was held on October 4, 2016 and the members voted unanimously to support this project. There is high population of pedestrians and/or bicyclist in the neighborhood as well as to Shadowlawn Elementary. Since the CRA's inception, the committee has focused on sidewalk construction, as well as continuing to focus on providing a safer place for its residents to travel. What PTA/PTO/school meetings have been held to inform parents and school staff about this project and the reaction? 2 N Explain what other public meetings have been held, such as Metropolitan Planning Organizations, Regional Planning Councils, Citizens' Advisory Committees, Bicycle/Pedestrian Advisory Councils and Community Traffic Safety Teams and the reaction? The County has discussed this project with the Pathways Advisory Committee, Community Traffic Safety Team, and the Citizens Advisory Committee of the Collier MPO. These committees, as well as the MPO are in to full support of the sidewalk construction project. 1— Explain what articles or letters to the editor have been written for newspapers, etc. and the reaction. There has been O numerous news articles regarding sidewalk installation and the important safety aspects of having a safe place to walk ur and bike away from the traveling public. The articles highlighted in this application discuss the importance of International Walk to School Day and Bike Safety Day. Please indicate whether you have attached letters of support from Law Enforcement or other individuals or groups not °a previously mentioned: ® Yes ❑ No 6 cn G. If the proposed project has been identified as a priority in a Bicycle/Pedestrian or other Plan, or is a missing link in a pedestrian or bicycle system, please explain: The Community Traffic Safety Team conducted a safety assessment of various areas of the County and recommended that Linwood Avenue would benefit from sidewalks because its close E proximity to Shadowlawn Elementary. In recent years, both the County and FDOT have installed a number of sidewalks in the areas east and south of the school. Through the SRTS program, FDOT constructed Andrew Drive from US 41 to the school. The County constructed Caledonia Avenue and Calusa Avenue. HAZARDOUS WALKING CONDITIONS Opportunity to resolve a documented hazardous walking condition and eliminate the resultant school busing. E Yes ® No Include a discussion of public support for the project if busing were eliminated: Shadowlawn •c. Elementary does not provide Hazardous Busing for their students. 0 B. Are many students already walking or bicycling to this school in less than ideal conditions? ® Yes E No ° If Yes: • Explain more about the number of students affected:Shadowlawn Elementary School supports a well established older neighborhood. The local neighborhood is comprised of all ages ranging from elderly that d purchased their home 30+ years ago, 2-parent families with school age children, empty nesters that have children in college, single parents, etc. The Elementary school has a current enrollment of 534 and a large number of students reside within approximately 2 to 3 miles of the school. Approximately half of the students walk, bike or utilize other means of transportation to get to or come from school each day. It is imperative to the rn safety and well being of the students and their families that walk and bike to school to have safe sidewalks to allow them safe travel. Linwood Avenue is an east/west connector road providing access to businesses from Airport Pulling Road, U.S.41 and David Boulevard and acts as a 'short cut' for traffic when the major roadways a. a are clogged. There are a number of trucks, work vans and other commercial vehicles that compete with the E children for access to the roadway. Currently the children and families must walk or bike in the roadway on N their way to or from school. Many children are driven to school due to safety concerns. Additionally, there is O limited lighting which increases the dangerous and unsafe conditions. There are 29 elementary students that v live along Linwood Avenue that walk or bike to the elementary school. • Explain more about the conditions/obstacles which prevent walking or bicycling to your school:Shadowlawn Drive serves as a major connector from US 41 to Davis Boulevard (2 major State arterials). Vehicles and pedestrian traffic are sometimes in conflict when riding and walking along Linwood Avenue. In 2009 the CRA funded a major stormwater project in the area, including the installation of stormwater pipes along the north n side of Linwood Avenue. Since the stormwater improvements have been completed, the sidewalk installation ', will be less expensive. 0 C.Are enough students living near the school to allow many to walk or bike to school if conditions were improved? ® Yes❑ No or) If Yes: .2 N • Explain more about the number of students living near the school and how this relates to the anticipated a) success of the proposed SRTS project:According to the US Census Bureau the yearly median per capita income in the Shadowlawn area is$28,541. More than 30%of the families in the surrounding Shadowlawn d Elementary School are in the construction, accommodations and food service industry. In most instances, the family income depends on tips and steady employment, which is not always the case since some of the work is (r) seasonal. Families in this neighborhood do not always have access to a vehicle. The neighborhood supports a p high population of pedestrians and bike riders that go to school, shopping and medical appointments. Most o streets in the community currently have sidewalks. The installation of sidewalks along Linwood Avenue would provide a missing link in the surrounding areas. D.Write a brief history of the neighborhood traffic issues as background for the proposed project:Linwood Avenue is a heavily traveled street as identified in the County traffic counts taken on Thursday, October 13 and Tuesday, November a 1, 2016. There were 884 vehicles on Linwood Avenue from Airport Pulling Road traveling west to Shadowlawn Drive. cn There were 1,408 vehicles along Linwood Avenue from Shadowlawn Drive west to Commercial Drive. A third of those vehicles traveling the roadway had 2, 3, and 5 axles, an indication of delivery or long haul trucks. These types of vehicles are especially difficult to stop should a child come in contact with the vehicle. E CE January 2016 Florida's Application for SRTS Infrastructure Projects Page 6 of 9 ,-- Packet Pg. 956 16.A.44.b'. FOOT FORM#500-000-30 E. How do the demographics of the school population relate to the anticipated success of the proposed SRTS project? For instance, is there a population of students near the school from a culture which traditionally walks a lot? he population around the school consists of a culture and demographic that typically walks or bikes. The family ;hicle is typically used by the father to go to work. Mom will walk or bike with their children to school and meet them in the afternoon and walk back home. Almost half of those living within the project area use public transit, bike or walk c to work. This dependency on bicycle and pedestrian facilities is in part due to a lack of access to private vehicles. The neighborhood is predominantly a walking/biking community since more than one-quarter of the population does not LI own a vehicle.
