EXECUTIVE SUMMARY
Recommendation to authorize the necessary budget amendment to process a work order under
Contract 13-6164-CEI, "Professional Services: Architect and Engineering" for Construction
Engineering Inspection (CEI) services for Project Number 60190, "Airport Pulling Road north of
Vanderbilt Beach Road"in the amount of$187,830 for Aim Engineering& Surveying, Inc.
OBJECTIVE: To request approval of the necessary budget amendment to allow for CEI services for the
"Airport-Pulling Road north of Vanderbilt Beach Road."
CONSIDERATIONS: On September 13, 2016, the Board of County Commissioners (Board) approved
the award of a construction contract in the amount of$1,902,380.62 to Bonness, Inc., for the project to
extend the northbound through lane on Airport Pulling Road north of Vanderbilt Beach Road to improve
the safety and capacity of the intersection and to eliminate a short merge lane that currently exists.
The next step is the procurement of a CEI firm and Procurement Services recommended initiation of
negotiations with Aim Engineering & Surveying, Inc., a firm on the approved list for CEI Professional
Services and Engineering. An agreement was reached for $187,830.00 in man hour costs. Outsourced
CEI costs are typically 12%to 15% of the construction cost, and in this case the CEI cost is at 9.87 %. A
budget amendment is necessary to process the work order.
FISCAL IMPACT: Funds in the amount of$187,830 are available in Transportation Impact Fee Fund
331 Reserves.A Budget Amendment is required to appropriate$187,830 to project 60190.
GROWTH MANAGEMENT IMPACT: This project is in accordance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. -SRT
