EXECUTIVE SUMMARY
Recommendation to reject the sole remaining response received for Invitation to Bid (ITB) No. 16-
7038"Aquatic Vegetation Control Services"and re-solicit.
OBJECTIVE: To reject the sole remaining response and re-solicit Bid No. 16-7038 with greater detail
in the specifications section regarding ground herbicide application services in controlling aquatic
vegetation.
CONSIDERATIONS: On October 5, 2016, the County advertised Invitation to Bid No. 16-7038 for the
"Aquatic Vegetation Control Services" on the Collier County Online Bidding System. There were one
hundred and ninety-eight (198) notices sent, of which thirty-seven (37) firms downloaded the bid
documents, and two (2)vendors submitted bids by the deadline date.
During Staff review and analysis of the bids submitted, the bid tabulations showed significant
discrepancies in the acreage rates bid. One bid was very low ($100 per acre rate) and the other was
extremely high ($6,500 per acre rate). Following a meeting with the vendor that bid the lowest acreage
rate to discuss the work that would be requested utilizing that rate,the vendor decided to withdraw its bid.
Staff is recommending that the sole remaining response for ITB No. 16-7038 be rejected due to lack of
competition and a very high bid per acre rate ($6,500 per acre), which would cause the using division to
exceed its annual budget before adequately completing required maintenance activities. It is in the best
interest of the County to re-solicit with revised bid specifications to further clarify the work that will be
requested throughout the contract term.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impact associated with
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.-SRT
RECOMMENDATION: That the Board rejects the sole remaining response for Invitation to Bid No.
16-7038 "Aquatic Vegetation Control Services"and re-solicit with revised bid specifications.
