EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners appoints Patrick Dearborn,
representing Commission District 2, to the Collier County Planning Commission, to a four-year
term expiring on October 1, 2020.
OBJECTIVE: To appoint Patrick Dearborn to represent Commission District 2 on the Collier County
Planning Commission (CCPC), to a four-year term expiring on October 1, 2020.
CONSIDERATIONS: This 7 member quasi-judicial committee was created by authority of Chapter 67-1246,
Laws of FL. Ordinance 13-50 amended Ordinance 09-29, thus changing membership to represent five planning
commissioners selected by commission district and two members with environmental expertise. The CCPC
assists in the formulation and review of the Comprehensive Land Use Plan, Land Development Code, and
amendments to both, and then submits their recommendations to the Board for final decision. Members are
required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms
shall be for not less than two years nor more than four years. A list of the current membership is included in
the backup.

Commission District 2
As noted in your memorandum of July 22, 2016, the vacancy on the above referenced advisory board that
is set to expire on October 1, 2016. For this advertising period, Matthew Goodwin, Gerald J. Lefebvre,
Robert Ashton, and John Boland have submitted their applications to fill this vacancy that was created
with the resignation of Andrew Solis.
It should be noted that Ordinance Number 2013-50 (CCPC Membership qualifications) requires the
members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC
members are also to reside in the Commission District allocated for each vacancy. Please be advised that
all the candidates are permanent residents of Collier County and are registered voters as noted in their
applications. They also all reside within the District 2 boundary.
Furthermore, this section states that although no specific experience is necessary as a prerequisite to
appointment, consideration shall be given to applicants who have experience or who have shown interest
in the area of planning, zoning, and related fields. Further consideration in the appointment of Planning
Commission members shall be made so as to provide the Planning Commission with the needed technical,
professional, business, and/or administrative expertise to accomplish the duties and functions of the
Planning Commission. The resume provided by Mr. Goodwin that he is a member of the Legal Resource
Committee and a Naples Board of Realtors Chair. He is also has a Real Estate Law practice in Collier
County. Mr. Lefebvre has served on the Collier County Code Enforcement Board since 2002 and serves on
the Naples Area Board of Realtors since 2008 and their Chairman in 2011 & 2015. Mr. Ashton is a retired
owner of an interior construction company and a retired construction coordinator. He is also a member of
the Delasol HOA working on Code Enforcement issues. Lastly, Mr. Boland is a Board Member with
Southwest Florida Economic Development Alliance and Horizon Council. He has a degree from the
Harvard Business School; JD from the University of Dayton and an MBA from Rutgers.
Based upon the information contained in their applications, all four applicants are qualified to serve on this
advisory board.
