EXECUTIVE SUMMARY
Recommendation to acknowledge and approve the "HITS Triathlon Series" (Horse Shows In The
Sun)event to take place in Collier County on January 7th&8th,2017,including evening hours.
OBJECTIVE: To have the Board of County Commissioners (Board) acknowledge and approve the
"HITS Triathlon Series" event taking place in Collier County, January 7th & 8th 2017, including evening
hour activities.
CONSIDERATIONS: The "HITS Triathlon Series" has been a successful athletic event in Collier
County for the past five years. The event consists of various segment lengths for participants including
up to 2.4 miles of swimming, 112 miles of bicycling, and 26.2 miles of running. The full length
participants may still be active into the evening hours, which could be as late as midnight. The evening
hours are necessary to complete the event. Night participants are required to wear headlamps (to see and
be seen) as well as reflective tape. The event takes place in January in northern and eastern Collier
County. The promoter coordinates with the Parks & Recreation Division for the transition and staging
site. The promoter hires the Collier County Sheriffs Office to manage the Maintenance of Traffic (MOT)
and monitor public safety.The promoters anticipate 1,000 plus participants for January 2017.
In prior years, the event received a few complaints involving temporary street closures and community
impact. We have discussed these issues with the promoter and the Sheriffs Office. In order to better
inform the public, the promoter will advertise with Variable Message Boards on the main travel routes,
and via advertisement in the Naples Daily News identifying the routes to be used in the triathlon for a
period of one week prior to the event. The event organizer will also contact Connie Deane, Collier
County Public Information Coordinator to request that she issue a"Road Alert"to local media. The event
organizer will also contact a local community representative to request assistance with notification of
various property owners associations in the Bay Forest neighborhood.
We want the Board to be fully aware of the event and the activities to be held during the evening hours
(as late as midnight) to prevent any future public impact concerns that may arise. This activity brings
visitors,commerce,and dollars into Collier County. Right-of-way permitting has advised the applicant of
the requirements for permit approval. Staff has also met with the Sheriffs Office to discuss their plans for
the event.
FISCAL IMPACT: The required right-of-way permit fee is $200.00.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval. -SAS

The Event consists of Triathlon races that will take place on Saturday and Sunday, January 8-9,
2017 with event check-in to commence on Friday, January 7, 2017. The Event is being produced
by HITS, Inc., located at 319 Main Street, Saugerties, NY 12477, as part of its nationwide HITS
Triathlon Series. a.
There will be five triathlon competitions, all of which will include swim, bike and run components.
Set up for the event will take commence on Thursday, January 7, 2017 and continue on Friday, cc
January 7, 2017. Two of the triathlon competitions will take place on Saturday, January 8, 2017
and the remaining three competitions will take place on Sunday, January 9, 2017. Take-down will
take place on Sunday, January 9, 2017.

There are no road closures or detours proposed for the race with the exception of minor streets in Q
Ave Maria, FL. Race organizer is working with officials in Ave Maria to close an unnamed street
between Pope John Paul II Blvd and Milano St and the westbound lane of Pope John Paul II Blvd

between an unnamed street and Annunciation Circle. These proposed closures will have little to
no effect on residents and businesses.

Pre-event Public Notification
Sheriff's Office will place Variable Message Boards on main roadways of the race routes. Event
organizer will place an ad in the Naples Daily News for one week prior notifying the public of the n

Communications will be accomplished primarily with cell phones. The Collier County Sheriff's
Office will establish a Command Post. All emergency communications and status updates will
flow through the Command Post.

Emergency Services

Event organizer will have an ambulance and EMT's at Vanderbilt Beach from 7:00 AM to 9:30 AM
on Saturday and from 7:00 AM to 9:00 AM on Sunday. Thereafter EMT's will be on hand at the f
transition area until the conclusion of all races for each day. See Emergency Medical Action Plan
for expanded description of EMS services.
All staff members and volunteers will be given cell phone numbers for key members of event
management. Situations requiring an emergency response will be communicated by radio and/or
cell phone to a designated member of management, who will then alert emergency services
personnel.
Water Safety H
During the swim there will be at least one certified lifeguard for every 50 swimmers in the water.

Each lifeguard will be issued a kayak or paddle board. Based on maximum projected attendance, a
there will be no more than 15 paddle craft in the water at any one time. Additionally, there will be
a rescue boat with an operator and a diver provided by North Naples Fire and Rescue.

Spectators will largely consist of family and friends of event participants, who will be located in the
park at the start and finish line of the competition. Staff, including the event announcer will be N
diligent in keeping the course clear of spectators and will employ the use of barriers as
necessary.

There will be no pavement markings. Bicyclists and runners will be separated from motor vehicle
traffic with traffic cones. Information and directional signs for participants will be on folding sign
boards.

Event Day Roadway Signing for Event Participants
Informational and directional signs will be located along the race courses to assist the
participants. All signs will be located well off the traveled roadway and shoulder. Signs that are
set up adjacent to sidewalks on the Run Course will be located well off of the sidewalk so as not Tcs

Aid Stations
Aid Stations will be located every 10 miles on the Bike course and every 1.5 miles on the Run
course. All I Aid Stations will have water, energy drink, energy bars,gels and fruit. All Aid
stations will include an 8'table,two chairs and a 10'x 10' pop-up tent. All items associated with
the Aid Stations will be located well off the roadway. Staff and Volunteers manning the Aid
Stations will be instructed to stay well off the roadway and not permit athletes to stray into any
portion of the roadway. Extra care will be taken in the vicinity of the Bay Forest residential f=
subdivision. N_
Runners Competing after Dusk
All participants competing in the Full distance race have until Midnight to complete the race. All
participants who are still on course after dusk will be issued headlamps to both illuminate the
surface they are running on and to enhance visibility. Most racers also wear highly reflective
clothing as an added measure of personal safety. Race organizer will remind racers of the need o.
to be visible in the written Athlete's Guide that is emailed to all participants and in the
mandatory Racers' Meeting on the day before the race. Additionally, race organizer will issue 0

ANSI Class I reflective vests to all racers who will be on the course after sunset and will have
glow sticks and/or glow necklaces issued by staff and volunteers at each aid station for any racer =
that needs or wants one.

CONDITIONS OF PERMIT
1. This permit must be kept on the work site and be available upon request or prominently displayed.
2. Permits are required for all work performed in any rights-of-way or easements provided for public use in the unincorporated area of Collier County and in those
public rights-of-way or easements,which are maintained by Collier County,but lie within municipal boundaries.
3. When permitted facilities are placed within a public right-of-way or easement,the installation is for permissive use only and placing of facilities shall not operate to
create or vest any property right in the associated right-of-way or easement to the permittee. Furthermore,the permittee shall be responsible for maintenance of
such facilities until they are removed,unless otherwise specified.
4. All materials and equipment,including Maintenance of Traffic(MOT)and equipment placement,shall be subject to inspection by the Growth Management Division.
5. Requests for pre-inspections shall be made 72 hours prior to commencing work requiring inspection.
6. No lane closures will be permitted between the hours of 7:00—9:00 A.M.and 3:30—6:30 P.M.
7. Prior to construction,the Contractor/Permittee shall submit a Maintenance of Traffic plan(MOT)for any construction project involving work or activity that may
affect traffic on any County street, roadway or bikepath/sidewalk. The MOT must be signed by either a Professional Engineer or person certified by the ri

requirements as may be determined by OSHA clearance requirements and/or formulas relevant to overhead lines clearances and/or separations requirements
(both vertically and horizontally), and all underground crossings shall be placed at a minimum depth of thirty-six inches (36°) below the pavement and/or a
minimum depth of twenty-four inches(24`)below the designed roadside ditch or swale invert. Primary cable(voltage exceeding 500 volts)shall have minimum =
thirty-six(36')cover. Secondary cable(voltages less than 500 volts)shall have a minimum thirty-inch(30")cover. Exception may be made by authority of the
Growth Management Division for good cause shown.

altered,relocated,or removed,with the total expense being borne solely by the permittee or the responsible party. �_
17. Permits shall generally be in a form approved by the Board of County Commissioners and shall include the time of commencement,the number of days the job is ..
expected to take,and the approximate date of completion. The permit will expire ninety(90)days after the designated completion date,unless authorized in the I
specific instance for a longer or shorter period. If the work has not been completed by the expiration date,there will be a renewal fee,set by Resolution,payable d

18. All correspondence regarding construction procedures will be through the permittee, or his authorized agent or consultant, and not through any contractor or E

19. If there are any lane closures or work that will impede normal traffic flow. The permit holder is obligated to inform the road alert coordinator at 239-252-8192 and
the ROW Permit Section at 239-252-5767,three working days prior to construction.
20. Collier County Traffic Operations Inspection Staff shall be notified in writing either via form letter(To: Collier County Traffic Operations,2885 Horseshoe Drive
South,Naples, FL 34104)or email(TrafficOps a(�colliergov.net)a minimum of 72 hours prior to the commencement of jobs that include overhead or underground
work that will be conducted as part of construction or maintenance projects within Collier County or State Road rights-of-way within Collier County and 12 hours
prior to any and all daily work to be performed throughout the entire length of construction or Maintenance projects. Any rescheduling of work shall be provided in
writing. All underground facilities must be located prior to construction.
21. Prior to acceptance by the County(including issuance of Certificate of Occupancy),the ROW Permitting Section shall be notified by mailing or delivering a request
for a final inspection to the ROW Permitting Section,2885 South Horseshoe Drive,Naples,FL 34104,or by phone,239-252-5767,upon completion of authorized
work. All as built surveys shall be submitted in GIS format following Collier County Growth Management Division Standard for Design and As-Built Electronic
Drawings(APPENDIX B)in addition to signed and sealed copies of the as-built survey.
