Memorandum of Understanding
Between the Collier County Sheriff's Office,
The Shelter for Abused Women & Children,
and the Collier County Board of County Commissioners
PURPOSE
This Memorandum of Understanding(MOU)between the Collier County Sheriff's Office, The
Shelter for Abused Women& Children, and the Collier County Board of County Commissioners
is to:
1. Build on existing relationships between the parties and ensure an understanding of roles,
responsibilities, and protocols for the investigation and prosecution of human trafficking
in Collier County, and to provide services for the victims of human trafficking in Collier
County; and
2. Build and/or enhance collaborative efforts between law enforcement, service providers,
community organizations, governmental agencies, and other stakeholders to strengthen
and to prevent duplication of existing and future services.
The purpose of this initiative is to increase awareness of human trafficking, enhance efforts to
combat human trafficking, identify victims of human trafficking in Collier County and provide
comprehensive services that will empower victims and help to prevent further victimization.
BACKGROUND
The various law enforcement entities throughout Southwest Florida have demonstrated a long
history of combating crimes that are either directly related to human trafficking or potential
venues for this crime. Collier County Sheriff's Office(CCSO)formed the first DOJ-funded
human trafficking taskforce in the state of Florida in 2004 and in 2014 fmalized a partnership
that included Collier County Sheriffs Office, The Shelter for Abused Women& Children,
Federal Bureau of Investigation, and the Coalition of Immokalee Workers. Law enforcement in
the Southwest Florida region has successfully targeted and dismantled numerous brothels,
consequently shutting down potential venues for sexual slavery and human trafficking.
In addition, Commissioner Hiller, on behalf of the Collier County Board of Commissioners, led
an initiative to establish a county ordinance for a pilot program of public-private partnerships to
combat human trafficking by educating the public,prosecuting offenders, and protecting and
rehabilitating the victims.
Agencies will continue to meet regularly to share resources, training material, identify obstacles
that impede collaboration,discuss possible solutions, and discuss investigative leads utilizing a
multi-agency response. The 2014 Coalition and Taskforce include representatives from local,
state and federal law enforcement agencies, social service providers, and coalition members who
represent Southwest Florida.

service providers with a focus on: (1) safety for the victim, (2)reduction of trauma, and
(3) education for the victim about the importance of cooperating with law enforcement as
a public safety measure.
3. Develop and maintain close working relationships with victim service providers and
other community organizations that can support and assist in the prevention of human
trafficking.
4. Identify, gather, collect and store relevant data to maintain accurate records and to
analyze trends.
5. Obtain donated goods and services.
6. Refer to partners to coordinate social services for victims,witnesses, and others related to
the prosecution.
7. Refer to The Shelter for Abused Women&Children for comprehensive case
management.
8. Work collaboratively with all appropriate state and federal law enforcement agencies
when investigating human trafficking offenses.
The Shelter for Abused Women & Children:
1. Assist with public awareness activities to increase education about the nature and scope
of human trafficking.
2. Coordinate training initiatives to include training for both law enforcement and social
service providers with a focus on: (1) education about all forms of trafficking and
identification of victims, (2) safety for the victim, and(3)reduction of trauma.
3. Designate a contact person along with a 24-hour emergency line for collaborative
partners and referrals.
4. Provide training, information, and advocacy to increase the identification and interdiction
of human trafficking in Collier County.
5. Work with government and non-government organizations to provide comprehensive
services to eligible victims. Such services include shelter/sustenance(emergency and
long term); medical, dental,mental health care, and therapeutic services; case
management(emergency and long term); special assistance for child victims;

interpreter/translator services; criminal justice system based advocacy; education and/or
job training; transportation and outreach within immigrant populations.
6. Maintain participation in a state-wide network of shelters that will provide services to
human trafficking victims outside of Collier County.
Collier County Board of County Commissioners
1. To assist and promote efforts to educate the community through public awareness
campaigns.
2. Continue support of the Collier County Sheriff in the effort to combat human trafficking
by ensuring adequate resources are available to the Sheriff.
3. Continue to support and provide statutorily authorized and required funding for The
Shelter for Abused Women& Children to provide services to human trafficking victims.
4. Support and participate in legislative efforts to seek enhanced legislation to protect
victims of human trafficking and help prevent future victims.
5. Work with other community organizations and partners to enhance the community efforts
to combat human trafficking and help ensure the well-being of human trafficking victims.
IMPLEMENTATION
The conditions of this agreement become effective upon signing. This MOU will remain in
effect until action is initiated to dissolve the agreement as evidenced by written notice affected
by an authorized representative. Any amendments to the MOU shall be in writing and executed
in the same manner as the original.
