of Collier, having conducted business herein, met on this date at 1:00 PM in a
WORKSHOP SESSION in Building "F" of the Government Complex, Naples, Florida

1. Pledge of Allegiance
Chairman Fiala called the Workshop to order at 1:00 pm, a quorum was established and the Pledge
of Allegiance was recited.
A moment of silence was held for Homer Helter and Jim Wilson.
2. 2017 Legislative Priorities
Mr. Durham noted that Miami Dade County is proposing a resolution for use of Amendment 1
funds for County acquisition and management of conservation lands which has been supported by
sixty-six other Counties and is looking for endorsement from Collier County.
Issues of Major Importance
1. EMS Station at Mile Marker 63
• Needs to provide a reliable long-term revenue stream to cover operating costs for the
Collier County EMS Station at Mile Marker 63. The current estimated annual operating
cost is $1.48 million.
• Request amendment to Section 338.26, Fla. Statute so Collier County can receive an
incremental share of the toll revenue collected on Alligator Alley in order to operate the
EMS Station at Mile Marker 63.
• Possible partnership with Broward County to increase the likelihood of a statutory
solution as Broward County has the same need.
2. Southwest Florida Promise Zone
• To actively support the mission of the Southwest Florida Promise Zone(SFPZ), to
improve economic opportunity through education, crime prevention, combating human
trafficking,promoting infrastructure improvements and economic development.
• Work with County staff and stakeholders to promote suitable Promise Zone (PZ) projects
to benefit Immokalee and the region.
The BCC recommended staff investigate interfaces available with the Seminole Tribe.
3. Rural Area of Opportunity(RAO)
• To leverage the recently renewed Rural Areas of Opportunity(RAO) designation for
Immokalee in order to secure State funding and to have access to State programs. (On
September 13, 2016,
the BCC approved the required Memorandum of Agreement with the Department of
Economic Development renewing the RAO program.)
• Coordinate with County staff to maximize the preferences afforded through the Governor's
RAO program.
• Use State funds secured through the RAO program to bolster PZ initiatives.
4. Collier County Restore Comprehensive Watershed Improvement Project
The comprehensive and holistic project will reduce the harmful freshwater flows to Naples Bay,
rehydrate 10,000 acres of the Picayune Strand State Forest, and restore historic freshwater flows

to Rookery Bay.
5. Workers Compensation Insurance Reform
• To mitigate unfunded liabilities as the Florida Supreme Court recently invalidated the state's
temporary total disability provisions which present a significant cost impact to employers.
• Amend Chapter 440, Fla. Stat., to address the cost implications of the rulings to include a
revised statutory cap on temporary total disability benefits at a level commensurate with
objective, actuarially sound case data and/or in accordance with the severity of the injury.
6. Bicycle and Pedestrian Safety
To endorse the legislative and policy efforts to improve bicycle and pedestrian safety.
7. Payment in Lieu of Taxes (PILT) Program
• To continue receiving PILT funds. For more than 40 years, the federal PILT program has
been used to compensate local governments for lost property tax revenues from federal lands.
• Collier County has 511,767 PILT entitled acres, which generated $1.33 million in FY 2016.
• Mobilize our delegation to encourage Congress to fully fund the PILT program.
Funding Requests (State Appropriations)
1. Goodland Dr. Rehabilitation
• To elevate Goodland Dr. (CR 92A) so that the only vehicular access to Goodland remains
open during and after rain events.
• Request $2.0 million in State funds for preliminary engineering and design work.
2. Replacement or Rehabilitation of Eleven (11) Bridges in Eastern Collier County
• To replace or rehabilitate eleven(11)bridges in eastern Collier County that are well past
their life expectancy.
• The bridges are critically important to the local economy(agribusiness) and for providing
access for emergency services vehicles.
• Request for$500,000 for construction.
3. Golden Gate City Outfall System Replacement Program (Phase I)
• To improve the collection, treatment and conveyance of stormwater runoff in Golden Gate
City; the stormwater system in Golden Gate City is 50-years old and in desperate need of
rehabilitation.
• Request $950,000 for Phase I construction. (There is a commitment of$950,000 in local
matching funds).
4. Bayshore Gateway Triangle CRA Waterline Upgrades and Fire Suppression Improvements
• To upgrade the waterlines in the Bayshore Gateway Triangle CRA, some of which are over
40 years old and undersized; and to improve fire suppression capabilities by increasing water
flow and adding fire hydrants.
• Request $750,000 for Phase II of this project. (Phase I was jointly funded by the City of
Naples, $201,000, and the County through CBDG funds, $330,000. For Phase II, the County
will match any State appropriation with CDBG funds and other sources).

5. Pedestrian Bridge Connecting Gordon River Greenway Park with Freedom Park
• To connect Gordon River Greenway Park with Freedom Park to increase the recreational
benefit of both parks.
• Request $500,000 for design work.
Issues to Monitor
1. Monitor legislation for Inland Oil Drilling & High-Pressure Well Stimulation(Fracking)that
could impact Collier County(it is unclear at this point if a bill on this topic will be reintroduced
in 2017).
2. (TNC)
Monitor legislation for Transportation Network Companies TNC's that could impact Collier
County as it is anticipated that TNC legislation will be reintroduced in 2017 (The availability of
safe and cost-effective transportation options are important to our visitors).
3. Amendment No. 2, to legalize medical marijuana for certain debilitating diseases or conditions,
is on the November 8, 2016,ballot.
The following items were discussed by the Commissioners:
Human Trafficking
The issue of human trafficking has been addressed in past priority lists and emphasis on combating
the problem should continue. The Collier County Sheriff's Office (CCSO)has invested time and
resources addressing the problem with success. Activities include partnerships with the County,
Shelter for Abused Women and Children, Immokalee Coalition of Women and support of this
endeavor should continue. The parties are in the process of adopting a Memorandum of
Understanding to help clarify the roles of the entities and the BCC has earmarked funds for the
CCSO investigative activities in the past.
OF/IFAS (University of Florida/Institute of Food and Agricultural Services)
Representatives of IFAS have requested the County support their budgetary requests and the
organizations supports agricultural activities in the region including educational endeavors, research
on citrus diseases and water quality, etc.
Florida State University—(College of Medicine -Immokalee Health Education Site)
Florida State University has a program which involves medical research and other services in the
area and the activities should be supported.
The Commissioners reported the most advantageous means to address the issues would be
through resolutions.
Speakers
Sergeant Wade Williams, Collier County Sheriff's Office provided an update on the efforts to
combat human trafficking noting:
• 25 investigations occurred during the past year with significant arrests.
• The activity mainly involves sex trafficking affecting young girls and women.
• They partner with Shelter for Abused Women and Children to combat the issue.

• Activities also include assisting the vulnerable population by providing trauma and drug
counseling, addressing mental health issues, etc.
• Other items include promoting a Statewide Task Force to address the issue.
Amber Crooks, Conservancy of Southwest Florida recommended 5 areas be considered:
1. Legislation to immediately suspend and conduct an independent study of all types of oil well
stimulation, including hydraulic or acid fracturing, as well as matrix acidizing to dissolve rock.
2. The legislature to ensure any legislation regarding reclaimed water include appropriate
safeguards to ensure that waterways are not impacted from the high nutrient pollution levels
3. Support for Senator Negron's proposal to purchase land in the Everglades Agricultural Area for
additional storage, treatment, and conveyance of water from Lake Okeechobee to the Everglades.
4. Fully fund the Florida Forever program.
5. The legislature provides specific legislative authorization for the Florida DEP to resume, finalize
and adopt updated stormwater standards to address current stormwater retention and pollution
control regulatory deficiencies.
Mr. Durham noted the priority list will be finalized by the Board of County Commissioners at their
10/25/16. A meeting will be held on 11/17/16 at North Collier Regional Park to present the items to
the areas legislative delegation.
Mr. Arnold noted he monitors any activities associated with IFAS and human trafficking.
