The Code of Laws(Ch 74—Impact Fees)provides that impact fees that are overpaid may be reimbursed
within 4 years of payment. The impact fees related to this request were paid more than 4 years ago; however
this development is built out and there is no future development for which to apply the overpayment. Impact
fees cannot be charged in excess of the demand created. Therefore,in this case,a reimbursement is due and
the Board authorizes an exception to current regulations. (Staffs request)

-- EXECUTIVE SUMMARY
Recommendation to appoint a member to the Collier County Citizen Corps.
OBJECTIVE: To appoint two members to the Collier County Citizen Corps,representing The Salvation
Army and the Retired Senior Volunteer Program(RSVP).
CONSIDERATIONS: This 9 member committee was established by Ordinance No. 02-56,as amended,
to advise the Board of County Commissioners on all hazards preparedness and other related issues; to act
as a coordinating agency for activities that support an all hazards approach to threats and hazards that
pose the greatest risk to Collier County; to assist in the recruitment of volunteers by publicizing and
expanding existing community programs; to assist in achieving and maintaining accreditation through the
Emergency Management Accreditation Program; to facilitate communication between Collier County &
State & Federal agencies on all hazards activities, as well as to enable Collier County to identify outside
resources such as grants, training opportunities and equipment. The committee members represent
various community organizations. Each member shall be considered a liaison between their respective
organization and the committee, and shall be recommended by their organization to the Board of County
Commissioners for consideration for appointment to the committee for a four year term. A list of the
current membership is included in the backup.
Mr. Julian Morgan is no longer with The Salvation Army. Tony Tidwell, Director of Operations for The
Salvation Army Naples, has recommended that Major Dan Proctor be appointed as the replacement
Salvation Army liaison to this committee.
Rachel Brandhorst is no longer involved with the RSVP. Kim Grant, Director of Community & Human
Services,has recommended that Ms. Dawn Whelan be appointed as the replacement RSVP liaison to this
committee. Ms. Whelan resides and is registered to vote in Lee County. Section 5, Paragraph 2, of
Ordinance 02-56, as amended by Ordinance 16-21, provides that "an applicant who resides outside of
Collier County may be considered upon the request and recommendation of his or her agency."
