EXECUTIVE SUMMARY
Recommendation to reappoint two members to the Affordable Housing Advisory Committee.
OBJECTIVE: To reappoint two members to the Affordable Housing Advisory Committee to three year
terms expiring on October 1, 2019.
CONSIDERATIONS: This committee was created by Ordinance No. 91-65, as amended, which was
repealed and replaced by Ordinance No. 2013-27. The purpose of this 11 member committee as required
and described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land development
regulations, and the adopted local government comprehensive plan, and to recommend specific actions or
initiatives to encourage or facilitate affordable housing. The committee is required to submit a triennial
report to the Board of County Commissioners that includes recommendations on, and evaluates the
implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. A list of the
current membership is included in the backup. Terms are three years, and membership must consist of
the following:
(a) One citizen who is actively engaged in the residential home building industry in connection with
affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with
affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home building in
connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection with
affordable housing.
(e) One citizen who is actively engaged as a for-profit provider of affordable housing.
(f)One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with affordable
housing.
(h)One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i)One citizen who resides within the jurisdiction of the local governing body making the appointments.
(j)One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel.
There is one current vacancy on this committee, and two seats which expire on October 1, 2016. The
vacancies were advertised and the following applications were received:

ATTENDANCE: Mr. Hruby has had 2 excused and 2 unexcused absences in the past two years. Ms.
Berger has had 2 excused absences.
COMMITTEE RECOMMENDATION: At its meeting on July 18, 2016, the committee unanimously
recommended the reappointment of Mr. Hruby and Ms. Berger to their respective seats on the committee
when their current terms expire. Their new three year terms will expire on October 1, 2019. The
remaining applicants were found to not meet the qualifications for the one remaining vacancy,which is in
category (c), labor engaged in home building. This vacancy will continue to be advertised. A
recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments.

I was reviewing my files this morning for applications that have been hanging around for

a while with no action taken, and I found this one that I sent you back in April from
Hector Fernandez. I just remembered that he had applied for AHAC back in 2014 as
well, and the opinion of the county attorney was that due to his work relationship withco
Mr. Hruby that both men should not serve on AHAC at the same time (see email
attached). Please confirm his work relationship with Mr. Hruby before taking action on
his April application.

This committee was created by Ordinance No. 91-65, as amended,which was repealed and
replaced by Ordinance No.2013-27.The purpose of this committee as described by 420.9076 E
Fla. Stat is to review policies, procedures, ordinances, land development regulations, and the E
adopted local government comprehensive plan, and to recommend specific actions or initiatives 0
to encourage or facilitate affordable housing. The committee shall submit a triennial report to the
Board of County Commissioners that includes recommendations on, and evaluates the N
implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms ;
are three years, and membership must consist of the following:
(a) One citizen who is actively engaged in the residential home building industry in connection N
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in =
connection with affordable housing. 2
(c) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection
with affordable housing. o
(e) One citizen who is actively engaged as a for-profit provider of affordable housing. w
(f) One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with
• affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174. If the E
local planning agency is comprised of the governing board of the county or municipality, the
governing board may appoint a designee who is knowledgeable in the local planning process. a
