Agenda 09/13/2016 R Item #16D13 16.D.13 09/13/2016 EXECUTIVE SUMMARY Recommendation to approve the shortlist of professional engineering consultants pursuant to Request for Proposal No. 16-6641, "Landscape Architect Radio Road East Municipal Service Taxing Unit (MSTU)," to enter into negotiations between Collier County and Urban Green Studio for Landscape Architect Services, and to extend FY16 Purchase Order 4500163402 to October 31, 2016. OBJECTIVE: To obtain professional Landscape Architect services for Radio Road East Municipal Services Taxing Unit (MSTU) to ensure quality landscape on the medians within Radio Road East MSTU. CONSIDERATIONS: On May 24, 2016 Radio Road East MSTU issued RFP 16-6641 through the Public Transit and Neighborhood Enhancement Division and requested proposals to provide landscape Architect Services for the maintenance and modification of landscape in the medians of Radio Road East MSTU. Three hundred fifty (350)notices of the RFP were sent out and thirty-five (35) solicitations were downloaded. Two proposals were received on June 24,2016. On July 27, 2016 a selection committee ranked the two (2) firms based on an evaluation of their proposals. The selection committee by consensus ranked the firms as follows: Name of Firm Final Ranking 1. Urban Green Studios. 1 2. Windham Studio Inc. 2 Staff is requesting that the Board provide authorization to begin contract negotiations with the top ranked firm, Urban Green Studios, and in the event that an agreement cannot be reached with that firm, continue negotiating with the remaining firm. Urban Green Studios is currently providing Landscape Architect services to Radio Road East MSTU under a purchase order, under a single vendor quote, with no contract. The MSTU Advisory Board wishes to continue Urban Green Studio support without a gap in service. It is requested that authorization be given to extend the FY16 PO 4500163402 until October 31, 2016 for a maximum additional value of $1,000.00. FISCAL IMPACT: There is no fiscal impact at this time. Once negotiations are completed and approved, $10,000 including the $1,000 additional in CONSIDERATIONS is allocated in the FY 17 Radio Road East MSTU Fund 166 budget for this item. GROWTH MANAGEMENT IMPACT: There is no growth impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for approval.
