Agenda 09/13/2016 R Item #16D 9 16.D.9 09/13/2016 EXECUTIVE SUMMARY Recommendation to approve the SHIP Annual Report and authorize the Chairman to sign the "State Housing Initiatives Partnership (SHIP) Program Annual Report and Local Housing Incentive Certification"for FY 13/14 and interim FY 14/15 and FY 15/16 to ensure compliance with program requirements. OBJECTIVE: To comply with State Housing Initiatives Partnership (SHIP) Program annual report submission requirements. CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP program to submit an annual report signed by the county's chief elected official, or his or her designee, to certify that the local housing incentive strategies and the local housing incentive plan have been implemented or are in the process of being implemented The SHIP fiscal year runs from July 1 to June 30. Local governments have three years to expend program funds. By September 15 after the end of the third year or when all funds for fiscal year allocation are spent (whichever occurs first), the County must submit a "closeout" report outlining any carry-forward funds, its affordable housing program and accomplishments to the Florida Housing Finance Corporation. The annual reports were made available to the public through a public comment period from August 13 to August 28. During this period there were no comments received. Annual reports must be submitted to the Florida Housing Finance Corporation via the Internet. Once the annual report and certification forms are executed and submitted to the Florida Housing Finance Corporation, Collier County will be in compliance with the reporting requirements of the SHIP program. FISCAL IMPACT: The proposed annual report has no new fiscal impact. The funding source for this grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund 791, Projects 33258, 33331 and 33429. Execution of the certifications will ensure that Collier County continues to be eligible to participate in and receive future funding from the SHIP Program. This action will have no impact on the General Fund. GROWTH MANAGEMENT IMPACT: Execution of this certification and continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: The certifications are form documents provided and required by Florida Housing Finance Corporation.This item is approved for form and legality and requires a majority vote for Board action. -JAB STAFF RECOMMENDATION: That the Board of County Commissioners approves the SHIP Annual Report and authorizes the Chair to sign the "State Housing Initiative partnership (SHIP) Program Annual Report and Local Housing Incentives Certification" for FY 13/14 and interim FY 14/15 and FY 15/16 to ensure compliance with program requirements.
