EXECUTIVE SUMMARY
Recommendation to approve the purchase of four ADA beach wheelchairs from Deming Designs,
Inc. using Tourist Development Tax Funds and make a finding that this expenditure promotes
tourism.
OBJECTIVE: To purchase four ADA beach wheelchairs for beach park facilities.
CONSIDERATIONS: On April 27, 2015,the Tourist Development Council approved the Category"A"
grant application submitted by the Parks and Recreation Division for Beach Park Facilities (Item 7I). The
grant approval included $12,000 to purchase beach wheelchairs for four County beach park facilities
(Clam Pass, Tigertail, Barefoot, and Vanderbilt). Quotes were solicited from several companies and three
were submitted as follows:
Deming Designs Inc. $9,280.00
Top Mobility $9,916.00
Active Forever $9,999.96
On June 27, 2016, the Tourist Development Council approved the proposed expenditure of funds and
made a recommended finding that this expenditure promotes tourism.
FISCAL IMPACT: Funds in the amount of $9,280 are available in TDC Beach Park Facilities Fund
(183) in Project No. 80331 (Beach Wheel Chairs).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board approved
this project with a 5-0 vote on April 15, 2015. The Tourist Development Council (TDC) approved the
grant application (Item 71) on April 27, 2016 and the expenditure of funds (Item 7K) on at the June 27,
2016 meeting.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. -CMG
RECOMMENDATION: That the Board of County Commissioners approves the expenditure of$9,280
for the purchase of four ADA beach wheelchairs using Tourist Development Tax funds, and makes a
finding that this expenditure promotes tourism.
