Agenda 09/13/2016 R Item #16C 2 16.C.2 09/13/2016 EXECUTIVE SUMMARY Recommendation to approve Amendment 1 to Contract 14-6345 "Construction Engineering and Inspection (CEI) Services for the Wastewater Basin Programs [MPS 101 Basin)" with Stantec Consulting Services Inc., to allow for a CEI field office in Basin 101 of the Wastewater Basin Program. OBJECTIVE: To authorize the expense of a field office for use by engineering consultants and staff to efficiently perform their duties associated with the construction of stormwater, potable water, and wastewater collection/transmission systems projects within Basin 101. CONSIDERATIONS: On July 7, 2015, as Agenda Item 16C6, the Board of County Commissioners (Board) awarded Contract 14-6345 for CEI services for the Wastewater Basin Programs to three different firms for each of the designated wastewater basin projects. Contract 14-6345 encompassed CEI services pertaining to wastewater collection, water distribution, and stormwater system construction projects within each basin. The Board selected Stantec Consultant Services, Inc., for the Basin 101 construction projects. Naples Park,where many of the projects reside, is within Basin 101. Typically temporary construction trailers are furnished to CEI consultants for use as construction offices throughout the construction period. Construction associated with the Wastewater Basin 101 projects and ongoing Naples Park stormwater, potable water, and wastewater infrastructure improvements will occur on a phased basis for several years. Because of the ongoing nature of the area's improvement program, it is cost-efficient to lease nearby office space for use by the CEI consultant, county staff and design engineers of record. Staff authorized the CEI consultant to lease office space at a location convenient to nearby construction activities by issuing a purchase order under this contract. The initial invoice for leased office space was paid by the Clerk of Courts; however, subsequent invoices were not paid because the leasing of a field office was not expressly provided for in the contract, and a markup was charged by the consultant for this expense. This contract amendment modifies the contract to allow field office space leasing when it is justified as a best value option for the County, and clarifies that the lease fee is a pass through expense with no markup. In this instance, staff reviewed three (3) available rental spaces submitted by the consultant and determined that the proposed field office space located at 110th Avenue North represented both the lowest cost and the best value option based on readiness, parking availability and price. The value analysis documentation, location and costs reviewed and agreed upon by staff is provided for the Board's review. To date there are six invoices that have not been paid as shown in the attached back-up documents. The consultant has reissued the invoices without the additional markup for the previous rental periods. Staff requests that the attached contract amendment be approved and requests authorization to pay current unpaid invoices in the amount of$15,632.25,and future invoices for the field office lease for periods after May 3, 2016. FISCAL IMPACT: Funding is available in, and is consistent with,the FY2016 Capital Budget approved by the Board on September 24, 2015. The sources of funding are the Stormwater Capital Fund (325), Water Capital Fund(412) and Wastewater Capital Fund(414). The design of several of those improvements is complete and the projects are set for construction. Professional CEI oversight services are required to assure construction contract compliance for these and other construction projects within w the Basin, Water Distribution,and Wastewater Collection System Programs. c 0 U On March 10, 2015, as agenda item 16.C.1, the Board approved the selection committee rankings and c authorized staff to enter into negotiations with AECOM Technical Services, Inc., Stantec Consulting .o Services, Inc., and Hole Montes, Inc., for three separate contracts under Request for Proposal No. 14- a. 6345. Multiple technical support projects, Project Numbers 71010, 70043, 70044, 70046, 70050 and 4 70051, are being combined to fund this portion of the Wastewater Basin Program. At this time, staff is co seeking the approval of the proposed contracts for each of the three Board-approved CEI consultants.
