EXECUTIVE SUMMARY
Recommendation to award Bid #16-6660 to Bonness, Inc. for the "Airport Pulling Road north of
Vanderbilt Beach Road" project for operational and safety improvements in the amount of
$1,902,380.62,Project Number 60190. (Jay Ahmad,Transportation Engineering Division Director)
OBJECTIVE: To award a construction contract for"Airport-Pulling Road north of Vanderbilt Beach
Road"to Bonness,Inc., in accordance with Bid No. 16-6660.
CONSIDERATIONS: The primary purpose of the project is to extend the northbound through lane on
Airport Pulling Road north of Vanderbilt Beach Road to improve the safety and capacity of the
intersection eliminating the short merge lane that currently exists. The addition of the northbound through
lane will be an effective third lane and improve the operation of this segment of the roadway. The project
includes overlaying the existing pavement and constructing the third northbound through lane in the
median of Airport-Pulling Road from Vanderbilt Beach Road to the Pelican Marsh Elementary School
entrance. It also includes constructing drainage improvements, a guardrail, a handrail and a new sidewalk
on the east side of the road from Vanderbilt Beach Road to Crescent Lakes Drive.
The bid for the project was advertised on June 14, 2016, in the Naples Daily News. Over 2,324 (two
thousand, three hundred and twenty four) notices were sent out and 104 (one hundred and four) bid
packages were downloaded. A non-mandatory pre-bid meeting was held on June 28, 2016,to review the
bid package and address issues and questions from prospective bidders. Eight(8)bids were submitted on
July 14, 2016.

Staff and the engineer of record has determined that the lowest bid is fair and responsive and recommends
awarding the contract to Bonness, Inc. The bid is 1.92% lower than the Engineer's opinion of cost which
was $1,939,617.90. The Contract, Bid Tabulation, and engineer of record's memo of recommendation
are all attached.
The bid amount incorporates allowances in the amount of $100,000.00 for owner-directed additional
work. The price for any additional work will be negotiated prior to commencement in accordance with
the County's Procurement Ordinance and the terms of the agreement.
FISCAL IMPACT: This project will be funded through two sources including:

Budget Amendments are required to appropriate funds from Gas Tax Fund 313 and Impact Fee Fund 331
Reserves to fund this project.
The completed project can be expected to have recurring maintenance costs including, but not limited to,
curbing, pavement, guardrail, handrail, pathway, and right-of-way maintenance which is estimated to be
$3,000 on an annual maintenance cycle.
GROWTH MANAGEMENT IMPACT: This project is in accordance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. -CMG
RECOMMENDATION:
1. To award Contract 16-6660, Airport Pulling Road North of Vanderbilt Beach Road to Bonness,
Inc.,in the amount of$1,902,380.62;
2. To approve all budget amendments necessary to recognize and appropriate funds for construction
and
3. To authorize the Chairman to sign the attached contract after final review by the County
Attorney's Office.

We reviewed the bid received for the above referenced project and it is our opinion that a
Bonness, Inc., is the lowest qualified bidder for the project.

We noticed that the Bonness bid for item 102-1 (Maintenance of Traffic) was only
$23,518.11 or 1.24% of their total bid. Their bid price was lower than expected for a project CO
of this size and compared to the other bidders. Our unit price for this item is $100,000 and the
average bid unit price is $115,726.54. The Procurement Division contacted Bonness to
confirm that they would be able to safely maintain traffic in order to construct the project. Mr.
Jeff Janco, Bonness Vice-President, confirmed that they were "comfortable" with their hid price
and would be able to maintain traffic safely throughout the life of the project. `°
We performed a bid analysis and compared the apparent low bid to the our cost estimate as well
as the other bidders. The low bid submitted by Bonness is approximately 1.92 % lower than our
our cost estimate and 22.87% lower than the average bid. The Bonness bid is reasonable and
balanced. We have worked well with this company on many projects in the past and never had
any issues with their performance. Based on this information, we would like to recommend
awarding the contract to Bonness as the low bidder.
Our Division is looking forward to working successfully with Bonness, Inc., on this project.
