EXECUTIVE SUMMARY
Recommendation to award and authorize the Chairman to execute Contract 16-6662, "White
Boulevard over Cypress Canal Bridge Replacement Project", to Manhattan Road & Bridge
Company, in the amount of $3,730,719.70, Project Number 66066, and authorize the necessary
budget amendment. Approval of this item is contingent on approval of Agenda Items 16A41 and
16A42. (Jay Ahmad,Transportation Engineering Division Director)
OBJECTIVE: To replace the White Boulevard Bridge and the raw water main over Cypress Canal.
CONSIDERATIONS: The primary purpose of this Project is to replace an obsolete bridge located on
White Boulevard in Collier County, Florida and resurface/reconstruct the roadway approaches to the
bridge. Existing bridge number 034020 is located one mile east of CR 951 over the Cypress Canal.
The bridge was built in 1965 and is currently identified by the Florida Department of Transportation as
functionally obsolete(meaning the bridge is built to standards no longer used today) and scour critical
(meaning the bridge is at high risk during a channel scour event such as a storm).
The new bridge is designed to carry two 12' wide through lanes(one eastbound and one westbound)with
5'-6" shoulders and 6'-6" sidewalks on the north and south sides of the structure. The overall dimensions
of the new bridge will be 50'-2"wide by 94"-0" long with 30' approach slabs constructed at the east and
west ends of the bridge.
Roadway approaches will be resurfaced/reconstructed,as appropriate,to facilitate a typical roadway cross
section of two 12' through lanes (one eastbound and one westbound) with 4'-0" shoulders, 2'-0" wide
Type F Curbs and 6'-0" sidewalks on the north and south sides of the roadway. Sidewalk construction on
the north side off White Boulevard will extend to the limits of the existing sidewalk ends located east and
west of Cypress Canal to provide continuity.
Additional work includes; reconstruction of residential entrances, as necessary, within the limits of the
project, public utility water main replacement at the bridge location and installation of various
stormwater management features.
The design Maintenance of Traffic (MOT) plan was developed to minimize impacts to the traveling
public. The design MOT plan includes a temporary bridge located just north of the existing bridge to
facilitate vehicle traffic during the bridge replacement.
On May 25, 2016, the Collier County Growth Management Department, through its Transportation
Engineering Division, issued Solicitation 16-6662, "White Boulevard over Cypress Canal Bridge
Replacement Project", to acquire bids from contractors for this project. [The project name was
inadvertently solicited as "White Boulevard over Cypress Canal Bridge Project; however the correct
name is"White Boulevard over Cypress Canal Bridge Replacement Project."] Two thousand ninety-eight
(2,098) notices of the bid were sent out and one hundred seven (107) were downloaded. Five (5) bids
were received, opened and read publicly on June 27, 2016.

Staff and the engineer of record has determined that the lowest bid is fair and responsive and recommends
awarding the contract to Manhattan Road &Bridge Company. The bid is approximately 13 percent above
the design engineer's $3,312,714.64 opinion of cost. The contract, bid tabulation, and the engineer of
record's letter of recommendation are all attached.
The bid amount incorporates allowances in the amount of$256,500 for owner-directed additional work.
The price for any additional work will be negotiated prior to commencement in accordance with the
County's Procurement Ordinance and the terms of the agreement.
FISCAL IMPACT: This project will be funded through several sources including:

Funding is available in project 66066, and is consistent with, the FY2016 Capital Budget approved by the
Board on September 24,2015.
A budget amendment in the amount of$284,721.53 is necessary from the Well/Plant Power Systems
Project 70069 to Project 70071 in the Water User Fees Capital Fund 412.
The completed project can be expected to have the following operational and maintenance impacts:
• The bridge and roadway features will be new, therefore, minimal to no maintenance costs are
expected to be incurred within the first 5 to 7 years of service and will be absorbed into the
regular maintenance schedule thereafter.
• Annual operation cost of the raw water main replaced during the project will remain the same or
decrease.
• The new stormwater features will require minimal maintenance and normal maintenance will be
absorbed into the regular maintenance schedule resulting in minimal cost impact.
GROWTH MANAGEMENT IMPACT: This project is in accordance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval.-CMG
RECOMMENDATION: To award Contract 16-6662, White Boulevard over Cypress Canal Bridge
Replacement Project to Manhattan Road & Bridge Company, in the amount of$3,730,719.70, authorize
the Chairman to sign the attached contract,and authorize the necessary budget amendment.
