Agenda 09/27/2016 Item #16E 9 16.E.9 09/27/2016 EXECUTIVE SUMMARY Recommendation to approve the procurement of educational training programs for staff; authorize the Chairman to execute an agreement with the Florida Gulf Coast University (as provided through its affiliate, the Florida Institute of Government); and waive competition in the best interest of the County as authorized in Ordinance No. 13-69, as amended. OBJECTIVE: To provide a diverse and comprehensive staff training program to develop skills and expertise for more effective service delivery. CONSIDERATIONS: The Division of Human Resources is responsible to provide training and educational opportunities for County employees. This allows for continued professional growth and development of staff, and assists in preparing current employees for future organizational opportunities. To meet that goal, the Division works closely with the Florida Institute of Government (FLOG) at Florida Gulf Coast University each year to coordinate scheduling of training programs delivered on-site at County facilities. These programs focus on providing needed workplace proficiencies, and facilitate the retention of the most knowledgeable, skilled and experienced employees. Florida Gulf Coast University, through its affiliate, the Florida Institute of Govermnent, and as a local public educational provider of employee and management training programs, has developed the content and delivery expertise to assist the County's employees with its unique program offerings. Staff is requesting that pursuant to the Board's Procurement Ordinance 2013-69, as amended, (Section 9, subsection B), the Board waive formal competition in the best interest of the County. The Division of Human Resources will be presenting to the Board, at a subsequent meeting, a recommendation to approve an award related to the implementation of a County-wide Learning Management System (LMS) that potentially will reduce the number of instructor-led training programs provided through FIOG. The LMS is expected to be available for training in about six months. Therefore, this contract with Florida Gulf Coast for instructor led training covers requirements for the first six months of the year. Once staff can assess the impact of the LMS on internal training needs, an amendment to this contract for additional training may be made. FISCAL IMPACT: The impact of this County-wide program coordinated through the Human Resources Division will not exceed $59,600 for the entirety of FY 2017, which has been approved in the FY 2017 budget process in fund 001-121810. This contract represents $20,900 for the first six months of the fiscal year. Other departments and divisions may also use this Agreement. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive Summary.
