Agenda 09/27/2016 Item #16D 5 16.D.5 09/27/2016 EXECUTIVE SUMMARY Recommendation to authorize the Golden Gate Beautification Municipal Service Taxing Unit (MSTU) to accept a donation of Paver Bricks and Installation for the base of a flag pole project being coordinated with the Boy Scouts of America(BSA) as an Eagle Scout merit badge achievement. OBJECTIVE: To enhance the entry into the Golden Gate community at the intersection of Golden Gate Parkway and Santa Barbara Boulevard as well as exhibit support to community youth. CONSIDERATIONS: The Golden Gate Beautification MSTU is replacing a flagpole that was destroyed in a motor vehicle accident. The MSTU Advisory Committee asked staff to investigate the possibility of working with the local Boys Scouts Troops to replace the flagpole. After some coordination Robert Beatty, an Eagle Scout candidate from the local BSA Troop 2001, agreed to participate in the project to benefit the community as part of his program toward earning an Eagle Scout designation. Over the past several months he personally researched the availability and pricing for the flagpole, as well as how to enhance the base of the flag pole and attended several MSTU Advisory Committee meetings to present progress updates. Through the process Scout Robert Beatty secured a donation of paver bricks from Rock Solid Pavers, LLC, which will be installed at the base of the flag pole. He and fellow scouts from Troop 2001 will also participate in the delivery and installation of the pavers under the supervision of troop leaders and Dan Klein, a licensed general contractor associated with the troop. The Golden Gate MSTU will oversee and pay for all of the materials and installation for the flagpole using funds available in the MSTU Fund 153. FISCAL IMPACT: The total value of the donation is estimated at $2,287.50 and is detailed as follows: $ 687.50 Paver Bricks - 250 square feet(sqft) @ $2.75 per sqft $1,600.00 Installation-Dan Klein Construction, Inc.; CGC 1509286 $2,287.50 Total Donation Value GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB RECOMMENDATION: That the Board of County Commissioners authorizes the Golden Gate Beautification MSTU to accept the donation of Paver Bricks and Installation in order to enable Robert Beatty's beneficial participation in this community activity toward achieving his Eagle Scout goal while also enhancing the entry into Golden Gate City. Robert is currently working on his Eagle Project, which is, for those not familiar, an opportunity for a Boy Scout to demonstrate leadership of others while performing a project for the benefit of his community. Robert's Eagle project consists of the installation of a flag pole and m pavers located generally at the entrance to the City of Golden Gate on Golden Gate Parkway, just east of Santa Barbara. 3 As part of his project, Robert has secured a donation of pavers and installation o labor. The pavers themselves have been donated to Robert and Troop 2001 by Rock Solid'Pavers, a local paving company. The pavers themselves are "left over pavers o ( i.e., extras) that were not used in various paving projects completed by Rock Solid. "I The retail value of the pavers to be installed is $687.50. Labor for installation will be ea donated by various adults and scouts associated with Troop 2001, and will be a supervised by Dan Klein Construction, Inc..
