Agenda 09/27/2016 Item #16C1 16.C.1 09/27/2016 EXECUTIVE SUMMARY Recommendation to approve a $705,600 work order under Request for Quotation 14-6213-73 to Mitchell & Stark Construction Company, Inc., for the North County Regional Water Treatment Plant Odor Control Blowdown Sulfuric Acid Bulk Tank and Lift Station Project 70104. OBJECTIVE: To maintain industrial waste disposal reliability at the North County Regional Water Treatment Plant (NCRWTP)and meet potable water demand. CONSIDERATIONS: The proposed scope of work under Project 70104, "Water Plant CAP," is consistent with the Capital Improvement Program (CIP) contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for Project 70104 is available in, and is consistent with,the FY2017 CIP Budget. The scope of this project includes replacing the existing industrial waste lift station and odor control sulfuric acid supply tank. The existing industrial waste lift station is original to the plant constructed in 1993 and is at the end of its useful life. The existing sulfuric acid supply tank used to lower the pH of the odor control waste stream prior to deep injection well disposal has a current capacity of 1,100 gallons. This project will replace the existing tank with a 5,000 gallon tank that will increase the duration between acid deliveries, allow full truck deliveries of 3,500 gallons that will minimize the potential for overfilling, and improve the ability to ensure acid supply during emergency situations that could impact deliveries. Request for Quotation 14-6213-73 was distributed July 26, 2016, to the five vendors under the Fixed- Term Underground Utilities Contract 14-6213. Three contractors submitted quotations (summarized below)by the August 12, 2016, deadline. VENDOR QUOTE Mitchell & Stark Construction Co., Inc. $705,600 Quality Enterprises, USA $800,933 DN Higgins $873,481 Staff and local engineering consultant, CPH, Inc., determined the lowest bid to be fair and reasonable and recommend awarding the project to Mitchell & Stark Construction Company, Inc., the lowest responsive and qualified vendor. The quote is 4 percent below the engineer's cost opinion, including allowance. Mitchell & Stark Construction Company, Inc., has a satisfactory performance and warranty record on previous, similar water utility-related projects. The Procurement Services Division concluded the bid was competitive and representative of market conditions. The bid tabulation, bid analysis, engineer's letter of recommendation and work order are Attachments 1, 2, 3 and 4,respectively. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The project cost includes an allowance of$50,000 for owner-directed work due to unforeseen conditions that include, but are not limited to, unknown site conditions, additional support equipment, personnel time and/or replacement materials as determined by staff that may be required during construction. Subject to the Procurement Ordinance, staff will negotiate a price for any additional work due to unforeseen conditions prior to the start of any work. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2017 Capital Budget approved by the Board September 22, 2016. The source of funding is the Water User Fee Fund (412). This is a replacement project; therefore, operating costs are not expected to change.
