EXECUTIVE SUMMARY
Recommendation to recognize Tonia Spangler, Applications Analyst, Growth Management
Department as the August 2016 Employee of the Month.
OBJECTIVE: To recognize the efforts and accomplishments of an employee who has made significant
contributions to the organization or to our community.
CONSIDERATIONS: Tonia Spangler, Applications Analyst, has been with the County since 1999 and
works for Operations and Regulatory Management.
Tonia has been the team leader of the CityView Electronic Plan Review Project. She worked closely with
the vendor and staff, spending many hours and weekends preparing workflows, spreadsheets and test
documents while coordinating her team in order to be prepared for the deployment of the year long
project to ensure it would be flawless for the public use as well as the GMD employees. Tonia
maintained the vision and determination through a project that essentially required a complete overhaul of
the current planning review process. The cost saving to the County will be substantial, with paperless
applications and reviews. Her willingness to exercise "servant-leadership" by taking initiatives and
accepting responsibility by carrying out additional responsibilities beyond her regular assignments for the
good of the organization, her team and the community is admirable. Tonia's intelligence, determination
and endless ability to find new ways to better our productivity and bring our organization into the world
of electronic technology proves that she is very deserving of the Employee of the Month award.
FISCAL IMPACT: The selected"Employee of the Month"receives a $150.00 cash award. Funds are
available in the employee's Budget Cost Center.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
RECOMMENDATION:That the Board of County Commissioners approves the recognition of Tonia
Spangler as Employee of the Month for August 2016.
