GOAL: CREATION OF A CHILDREN'S SERVICES COUNCIL
OBJECTIVE: SUCCESSFUL PRESENTATION TO COLLIER COUNTY BOARD
OF COMMISSIONERS
DATE: APRIL 10, 1990
STEPS:
1. Select a community leader, whom council respects, to make presentation
on 10th of April. Bea and Paul will support presentation (Lol Gaynor
will contact Dudley Goodlette.
2. Commission a needs survey'. Even if formal survey is not complete, use
data from H. R. S. , Juvenile Justice Task Force, David Lawrence, Youth
Haven, YMCA and United Way to create audio/visual presentation for
commission. Robert Lee to do graphics, Gene Vaccaro to do slogans,
charts, P. R.
3. Do "behind the scenes" work with commission members.
A. Have ample material sent to them.
B. Have "select" personal friends approach them.
C. Select a commission member who supports and have him/her do
some gentle arm twisting on our behalf.
D. Have Palm Beach, Martin and Hillsborough County Commissioners
write our Commissioners.
4. Get support from Naples Daily News. Have them write editorial days
before. Also have them cover the meeting.
5. Personally meet with all members of commission for last minute fine
tuning. What objections still exist, etc.
6. On day of hearing, have boardroom packed with our people. Create
buttons, large, which identify us. (Gene will do this. ) We need to
mail notice of otherwise contact our network people.
7.Create heightened awareness of CSC by participating in St. Patricks
Day Parade. Need T-shirts, banners, float?
8. Form stategy committe (no more than 10 members) . Kee them informed
of all progress -- plan intial meetings.
*Lobby for, participate in selection of CSC members, Executive Director.
IMMEDIATELY AFTER APRIL 10TH
1. Form Pac file all necessary papers
2. Form all necessary subcommittees.
A. Media/advertising.
B. Scheduler
C. Finance
D. Speakers Bureau
E. Executive
3. Purchase election tape from Mary Morgan -- have it trimmed down for
our use.
4. Have written campaign plan -- develop from strategy committee.
5.Organize/train speakers Bureau (Gene Nara)
6. Develop tim table/budget for above.
Mr. Chairman Let me ask this. Is their anybody on the commission that is opposed to
establishing this council.

and letting us go ahead and approve this , if that is what we are going to do? Then Mr.

ordinance to establish the council and the appropriate resolutions and to bring those back
as quickly as possible ah so that the council can be formed and then can evaluate steps two
step two which is defining the needs and the revenue source and then the county
commission can sometime during the summer can decide ah whether to put this on the
ballot.
Mr.Saunders I'd like to 2nd that motion and I'd just like to add that I'm seconding that
motion because I'm for prevention instead of intervention and I think that we'll save more
money than we will ever collect from the tax payer ....
I think we ask Mr. .... to come up with some figures I thought it was you Mr. Volpe .
. You asked about our contribution to social agencies outside county government and
numbers approximately $833,000.-

but that is not ...I want you to know that that does not..it's not all going to children, the
majority of it is going for ah citizens over the age of 65.
Well I appreciate that, Mrs. Goodnight , I just wanted to get, I know that when we went
through our budget cycle the last time there was some discussion as to what policy has been
and should be with respect to the funding these social services agencies outside of collier
government and I just wanted to have that information available...
..I could call them out independently ..

- There is an attached resolution that will come with that. whatever documentation that
needs to be with with that, Mr. Collier would have to draft that and bring it back to us and
advertises for public hearing and bring it back as soon as possible --that's good ---
