EXECUTIVE SUMMARY
Recommendation to appoint a non-resident member to the Collier County Citizen Corps.
This item is contingent upon the Board's adopting today the proposed amendments to
Ordinance 02-56, known as the Collier County Citizens Corps Ordinance, which includes
the waiver of Collier County residency.
OBJECTIVE: To appoint a member to the Collier County Citizen Corps, representing the Collier
County Medical Reserve Corps(CCMRC),to fill the remainder of a vacant term expiring on November 5,
2017.
CONSIDERATIONS: This 11 member committee was established on November 5, 2002 by Ordinance
No. 02-56 to advise the Board of County Commissioners on domestic terrorism related issues; to act as a
coordinating agency for the enhancement of activities that support emergency services, law enforcement
and disaster prevention, preparedness and response; to assist in the recruitment of volunteers by
publicizing and expanding existing community programs; to facilitate communication between Collier
County & State & Federal agencies on mitigation activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members
represent various community organizations. Each member shall be considered a liaison between their
respective organization and the committee, and shall be recommended by their organization to the Board
of County Commissioners for consideration for appointment to the committee for a four year term. A list
of the current membership is included in the backup.
Dr. Joseph Neiweem, representing the CCMRC, has resigned. Kathleen Marr, Disaster Preparedness
Program Manager for the Florida Department of Health in Collier County, has recommended that the
below applicant be appointed as the replacement CCMRC liaison to this committee. Although the
applicant resides in Lee County, Ordinance No. 02-56 is being considered for amendment today under
summary agenda item 17D, and the proposed amended ordinance will allow for the appointment of
members residing outside of Collier County upon the recommendation of their agency.

I would like to submit a letter of recommendation on behalf of Mr.Adrian Corujo whom I support to be
considered for the currently vacant Medical Reserve Corps voting member position on the local Collier
County Citizen Corps.
The Collier County Medical Reserve Corps (CCMRC), a cadre of medical and non-medical volunteers
is housed within the Florida Department of Health in Collier County and has offered consistent
membership in Citizen Corps for over a decade. Mr. Corujo is the new CCMRC Coordinator and is the
ideal candidate to continue representation on Citizen Corps in order to maintain continuity of
membership. He has submitted the requested application which documents his background as a
Paramedic Training Officer with Lee County Emergency Medical Services
Although Adrian does not reside in Collier County, his work base for all Medical Reserve Corps
activities is located in the Health Building, Government Complex as a Department of Health in Collier
County employee.
Mr. Corujo understands the commitment required in serving as a voting member of Citizen Corps and I
