EXECUTIVE SUMMARY
Recommendation to approve a budget amendment recognizing $38,900.48 in revenue received
under the Community Development Block Grant Program.
OBJECTIVE: To accurately account for program income generated from CDBG related activities.
CONSIDERATIONS: Collier County is the recipient of CDBG funds from the United States
Department of Housing and Urban Development (HUD) as provided by the Cranston-Gonzalez National
Affordable Housing Act. CDBG funds works to ensure decent affordable housing, to provide services to
the most vulnerable in our communities, and to create jobs through the expansion and retention of
businesses.
The Disaster Recovery Initiative grant closed out with unexpended funds in the amount of$8,465.44. The
Florida Department of Economic Opportunity advises that these funds should be considered program
income and should be used in the County's ongoing CDBG Program.
Housing Development Corporation was a sub recipient of CDBG funds in 2005. A motion was filed
against Housing Development Corporation to recoup proceeds from the sale of a CDBG purchase
property. On January 5, 2016, the Circuit Court found that due notice had been given to the defendant,
who filed no paper response as require by law, and that therefore the funds should be disbursed to the
County. The result is that the amount of $30,435.04 is considered program income and should be
recognized to be re-invested in accordance with CDBG program rules.
Program income will be used in compliance with federal grant regulations and will fund eligible
expenses, including administration. Furthermore, approval of this item will authorize the reallocation of
funds within the program commitment items to accurately reflect ongoing program expenses. CDBG
guidelines allow 20%of the program income to fund administration activities. As such, $7,780.10 with be
allocated toward administration.The remaining balance of$31,120.38 will be applied towards program.
FISCAL IMPACT: A budget amendment is necessary to recognize program income in the amount of
$38,900.48 within Housing Grants Fund (705); Project Numbers 33434 and 33364. Such funds may be
reused for other eligible CDBG activities.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action
and requires a majority vote. -JAB
GROWTH MANAGEMENT IMPACT: Reinvestment of CDBG revenue will further the Goals,
Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves a budget amendment
recognizing$38,900.48 in revenue under the CDBG program.
