Agenda 07/12/2016 Item #16C4 7/12/2016 16.C.4. EXECUTIVE SUMMARY Recommendation to approve a $515,415 work order under Request for Quotation 14-6213-64 to Douglas N. Higgins, Inc., to replace pump station 309.19 under Wastewater Pump Station Technical Support Project Number 70046. OBJECTIVE: To maintain reliable wastewater collection in compliance with Florida Department of Environmental Protection agency regulations. CONSIDERATIONS: The proposed scope of work under Project Number 70046, "Wastewater Pump Station Technical Support," is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners(Board) on November 10, 2015, as Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE. Funding for Project Number 70046 is available in, and is consistent with,the FY2016 CIP Budget. Pump station 309.19 is 43 years old (at the end of its useful life) and is in need of rehabilitation. The pump station is located at 3581 Mercantile Avenue, and serves 21 commercial/industrial connections. The pump station will be relocated approximately 200 feet east in a donated easement on the same parcel to provide improved access for operations and maintenance. This project will update the station to current utility standards in a coordinated manner that will not interrupt service. An additional benefit to relocation is that minimal bypass time will be required during construction since the new pump station will be built off-line while the existing one continues to run. The bypass required for switching from the old station to the proposed station will take hours instead of weeks. The necessary changes to the gravity sewer system to accommodate the relocated pump station were made prior to the recent repaving of Mercantile Avenue. The condition of these assets is defined as "Red: Level 3 —Risked Compliance" as reported to the Board at the October 1, 2013 Asset Assessment and Management Workshop. This pump station is part of the Wastewater Basin 305 Program. Request for Quotation 14-6213-64, "Pump Station 309.19," was distributed on April 20, 2016, to the six vendors under the Fixed-Term Underground Utilities Contract 14-6213. Four contractors submitted quotations (summarized below) by the May 20, 2016, deadline. VENDOR QUOTE Douglas N. Higgins,Inc. $515,415.00 Haskins, Inc. $532,100.00 Quality Enterprises USA,Inc. $548,850.00 Mitchell & Stark, Const. Co.,Inc. $692,300.00 Staff determined the lowest quote to be fair and reasonable and recommends awarding the project to Douglas N. Higgins,Inc.,the lowest, responsive and qualified vendor. The quote is $80,000 (18 percent) more than the engineer's cost opinion. However, the difference between the lowest three bidders was only $33,000 (6 percent), so the low bid appears to reflect the current construction market conditions. Douglas N. Higgins, Inc., has a satisfactory performance and warranty record on similar utility-related projects. The quote tabulation, analysis chart, and work order are attached (Attachments 1, 2 and 3 respectively). The quote specifications informed the respondents there may be unforeseen conditions associated with the project, and the quote amount incorporates an allowance of$35,000 for owner-directed additional work. The price for any additional work, should it be necessary, will be negotiated prior to commencement in accordance with the county's Procurement Ordinance and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with,the FY2016 Capital Budget approved by the Board on September 24, 2015. The source of funding is the Wastewater User Fee Fund (414). This is a replacement project;therefore, operating costs are not expected to change. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, approves a $515,415 work order to Douglas N. Higgins, Inc., under Request for Quotation 14-6213-64 for the Pump Station 309.19 Project No. 70046; and, authorize the Chair to sign and execute the work order. Prepared By: John H.
