EXECUTIVE SUMMARY Recommendation to approve substantial amendments to Collier County's U.S Department of Housing and Urban Development Annual Action plans for FY 2013-2014, FY 2014-2015, and FY 2015-2016 to increase funding for the previously approved Community Development Block Grant (CDBG) Pineland Stormwater (Bayshore CRA) project and the CDBG Youth Haven Shelter and Transitional Living project, add a new Emergency Solutions Grant (ESG) project to fund the Homeless Management Information System, reduce funding for the ESG rental assistance program;and approve First Amendments to the associated subrecipient agreements. OBJECTIVE: To further administer the Housing and Urban Development(HUD)entitlement funding to enhance affordable housing opportunities in Collier County and meet other defined needs for low to moderate income persons. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) provides CDBG and ESG,funds to address program-specific needs in the community. The Board of County Commissioners of Collier County previously approved the Collier County One Year Action Plans as follows: FY2013-2014 at the August 13,2013 Absentia Meeting and ratified at the September 10, 2013 Board meeting, FY2014-2015 at the June 24, 2014 Board meeting, and 2015-2016 August 11,2015 in absentia and ratified on September 8,2015. Community and Human Services (CHS) staff has identified changes to various programs that are requested to be made. The changes require substantial amendments for each of the impacted Annual Action Plans. HUD regulations and the Five-Year HUD Consolidated Plan require citizen participation whenever a substantial plan amendment is proposed. The required notice was published in the Naples Daily News on May 28, 2016. The advertisement identified a thirty-day public comment period from May 28, 2016 to Tune 27, 2016. As of the agenda publication, no comments regarding the substantial amendments were received. The following substantial amendment changes are proposed to the FY 2013-2014,FY 2014-2015, and FY 2015-2016 HUD Annual Action Plans and listed below by project and funding year: FY 2013-2014: Amend Project:Project Name:Pineland—Stormwater Improvements(CDBG) Funding amount: Eliminate funding for Project Delivery($5,000 from FY 2013-2014)and move this funding to be available for the drainage improvements. Modify scope as follows: Construction costs and all related activities including permitting fees and construction inspection services, for the removal and improved replacement of an existing drainage system with miscellaneous structures, swales,culverts and the necessary site restoration on Pineland Avenue in Naples,Florida. FY 2015-2016: Amend existing project:Youth Haven—Shelter and Transitional Living Home for Collier County Youth Project(CDBG): Packet Page-1696- 6/28/2016 16.D.24. Modify scope as follows: To fund project management, required environmental mitigation, /-"•\ permitting, and construction activities for the construction of a youth facility to house homeless youth. Funding Amount: Add $12,500 in funding (from unused or unallocated FY 2014-FY2015 funding year). FY 2014-2015 and 2015-2016: Add a New Program: Program Name: Homeless Management Information (HMIS) Operations (ESG) ESG Program: Fund Homeless Management Information System program component in the amount of $40,000, with any unused portion available for rapid re-housing and homelessness prevention program. ($40,000 each from FY 2014-2015 and FY 2015-2016) Project Level Accomplishments: 1 organization FY2014-2015: Modify Funding Amount:ESG Rental Assistance program: Reduce funding by$40,000. FY2015-2016: Modify Funding Amount:ESG Rental Assistance program: Reduce funding by$40,000. The required First contract amendments for the Youth Haven and Bayshore CRA projects are also included for approval as part of this item. The amendments reflect the changes noted above for each project. FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal impact. The funding source for the grant award is the Community Development Block Grant and the Emergency Solutions Grant. The Pineland-Stormwater Improvements project is budgeted in the Housing Grant Fund(705), CDBG project 33289 and the Youth Haven-Shelter and Transitional Living Home for Collier County Youth project is budgeted in the Housing Grant Fund(705),CDBG projects 33434, 33236 and 33176. The Homeless Management Information (HMIS) Operations project will be budget in the Housing Grant Fund(705),ESG project 33366 and 33436. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval. -JAB GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this new sub recipient agreement furthers the Goals,Objectives,and Policies of the Growth Management Plan.
