EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing execution of Supplemental Joint
Participation Agreement (JPA) Number One to Contract No. G0576 with the Florida Department
of Transportation to provide additional funds in the amount of$11,200 and extend the contract for
a fuel truck for the Immokalee Regional Airport (Project 33451), and authorize the necessary
budget amendments.
OBJECTIVE: To accept additional funds from the Florida Department of Transportation(FDOT) in the
amount of$11,200 and extend the contract six months to December 31, 2016, for a fuel truck for the
Immokalee Regional Airport(IMM).
CONSIDERATIONS: The Collier County Board of County Commissioners (Board) accepted a grant
offer from the FAA in the amount of$144,000 to fund eighty percent(80%) of a new fuel truck for IMM
on November 15,2015, agenda item 16G2.
The lowest qualified responsive bid for this project, approved by the Board on March 22, 2016, Agenda
Item 16G3,was $194,000,which is$14,000 higher than the estimated cost of$180,000.
Supplementary FDOT funding in the amount of$11,200 is available to fund eighty percent (80%) of the
additional cost.

The manufacturer has indicated that the lead time on this fuel truck is about 90-120 days, which extends
beyond the current grant expiration date of July 1, 2016. Supplemental JPA Number One extends this
agreement to December 31,2016.
FISCAL IMPACT: A budget amendment is necessary to recognize additional FDOT grant revenue in
the amount of$11,200 within Airport Grant Fund(498),Project 33451. There is a 20% local match in the
amount of$2,800 required with this agreement. A budget amendment is necessary to transfer funds in the
amount of$2,800 from Airport Capital Fund(497)to Airport Match Fund(499),Project 33451.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: To approve and authorize the Chairman to execute the attached Resolution
authorizing execution of Supplemental Agreement One to Joint Participation Agreement No. G0576 with
the Florida Department of Transportation to provide additional funds in the amount of $11,200 and
extend the contract to December 31, 2016 for a fuel truck for the Immokalee Regional Airport, and
authorize the necessary budget amendments.

RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY
APPROVING AND AUTHORIZING CHAIRMAN EXECUTION OF THE
ATTACHED SUPPLEMENTAL JOINT PARTICIPATION AGREEMENT
NUMBER ONE TO CONTRACT NO. G0576 WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION
WHEREAS, the Collier County Airport Authority has the authority to enter into the
attached amendment to agreement with the Florida Department of Transportation to
undertake projects as authorized by Chapter 332, Florida Statutes, and Section 14-60 of the
Florida Administrative Code,and Ordinance 2004-03,as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE Collier County Airport Authority,
Collier County,Florida,that:
1. That the Supplemental Joint Participation Agreement (JPA) Number One to JPA
Contract Number G0576 to purchase a fuel truck for the Immokalee Regional
Airport, Financial Management Number 433631-1-94-01, attached hereto, is
hereby approved.
2. The Chairman of the Collier County Airport Authority, Donna Fiala, is
authorized to enter into, modify or terminate Supplemental JPA Number One to
Contract No. G0576 with the Florida Department of Transportation, unless
specifically rescinded.
3. This Resolution shall take effect immediately upon adoption.
ADOPTED this 24th day of May 2016 after motion, second and majority vote in
favor of adoption.
