EXECUTIVE SUMMARY
Recommendation to approve the rankings of firms under the Request for Proposal(RFP)#16-6597,
"Collier County Jail Master Plan" and to direct staff to negotiate a contract with the top ranked
firm,AECOM Technical Services,Inc.
OBJECTIVE: To obtain professional master space planning services for Collier County Jail Master
Plan.
CONSIDERATION: On March 3,2016, staff issued a RFP#16-6597 in accordance with Florida Statute
Section 287.055, the Consultants' Competitive Negotiation Act, to select a firm to prepare a Jail Master
Plan that will consist of an assessment study of the Collier County Jail and its needs for the following
twenty(20)years.
E-mail notices were sent to five hundred eighty nine (589) contact addresses with fifty (50) vendors
requesting full solicitation packages, and five (5) proposals were received by the April 6, 2016 deadline.
A selection committee meeting was held on May 2, 2016, and after review and discussion, and by
consensus of the members,the two top responding firms were ranked in the following order:
1. AECOM Technical Services,Inc.
2. DLR Group
Per the Board's Purchasing Ordinance Section 11(A)(3),the Purchasing Director certifies that every effort
was made to comply with the CCNA to attract three (3) or more firms. In accordance with the
Consultants' Competitive Negotiation Act,Florida Statute Section 287.055,upon the Board's approval of
the listed ranking, staff will negotiate a contract with the top ranked firm and bring a proposed contract
back to the Board for approval, at a subsequent meeting.
If contract negotiations are not successful with AECOM,then staff is seeking authorization to commence
contract negotiations with the DLR Group, the second ranked firm, with the objective of bringing an
acceptable negotiated contract back to the Board for approval.
FISCAL IMPACT: The source of funds is from the Correctional Facilities Impact Fee Fund 381.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners approve the shortlist for RFP #16-
6597, "Collier County Jail Master Plan" and direct staff to bring a negotiated contract to the Board for
subsequent approval.
