EXECUTIVE SUMMARY Recommendation to approve a 20% discount on Collier County Parks and Recreation swimming lesson programs to all Collier County children (age 5 and under) and to authorize Parks and Recreation to promote the discount within the NCH Safe and Healthy Children's Coalition "Water Smart Prescription Booklet." OBJECTIVE: To promote water safety by providing an incentive for County residents to participate in swimming lessons offered by the Parks and Recreation Division. CONSIDERATIONS: The NCH Safe and Healthy Children's Coalition is dedicated to promoting health and safety to Collier County children. A campaign recently launched by the Coalition to prevent drowning includes the distribution of "Water Smart Kids prescription booklets." These booklets are presented to families through pediatricians and family practitioners at the well child checkups between 9- months and 5-years of age. As summer is approaching, the Parks and Recreation Division would like to offer a discount to increase awareness of water safety and efforts to teach swimming for all Collier County children. Staff is recommending extending a 20% discount annually for the period of May 15 thru August 31. This 20% discount would be provided to all Collier County children(age 5 and under)for their first session of level 1 swim lessons at County Aquatic locations. FISCAL IMPACT: Fees associated with swim lessons generated approximately$35,000 dollars last Fiscal Year. It is estimated that a 20% discount on the initial level 1 lesson will reduce that amount by approximately $2,500; however, providing a 20% discount may also increase overall utilization and thus increasing the amount of revenues generated. Staff will measure the impact of this discount annually. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this request. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. This same program was approved by the Board on May 12, 2015. A copy of last year's executive summary and recap is included in the back-up.
