EXECUTIVE SUMMARY
Recommendation to approve and authorize the County Manager to send a Letter of Interest from
Collier County to the Jacksonville District of the U.S. Army Corps of Engineers requesting "new
start" status.
OBJECTIVE: To approve the attached Letter of Interest from Collier County requesting consideration of
"new start" status to conduct a feasibility study per the Water Resources Development Act (WRDA) of
2007.Additionally,Collier County is requesting that this"new start" authority and funding be included in
the President's FY18 budget.
CONSIDERATIONS: Collier County was recently notified by a March 17, 2016, email from Beau
Corbett, Project Manager, Jacksonville District, U.S. Army Corps of Engineers (USACE), that the study
authority in the June 1995 reconnaissance report for the Collier County Shore Protection Project has
expired and de-authorization has occurred.
This finding was in accordance with Engineering Regulation (ER) 1105-2-100, Appendix G, Paragraph
G3 and de-authorization occurred since funding was not received in five (5) full fiscal years after the
reconnaissance report was completed. Collier County was also notified that a formal letter to document
this finding would be forthcoming.
Collier County understands that a study cannot be initiated unless it is selected as a"new start"study with
associated allocation of Federal funds provided through the annual Congressional appropriations process.
If selected, the County will sign a Feasibility Cost Sharing Agreement (FCSA) with the USACE to
initiate the study. County staffs understanding is that the study will be conducted and managed by the
USACE. The cost share will be 50 percent USACE, 50 percent Collier County. The anticipated 3-year
study will cost an estimated $3 million. This item will be presented to the Tourist Development Council
for a recommendation prior to seeking the expenditure of funds. This Letter of Interest from Collier
County requests that the USACE designate the Collier County Shore Protection Project as a"new start",
and that the County subsequently be eligible for Federal funding.
FISCAL IMPACT: If selected, Collier County intends on signing a Feasibility Cost Sharing Agreement
(FCSA)with the USACE to initiate the study. In County Staff understanding,the study will be conducted
and managed by the USACE. The cost share will be 50 percent USACE, 50 percent Collier County. The
anticipated 3-year study will cost an estimated$3 million.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority for approval.—CMG
