EXECUTIVE SUMMARY
Recommendation to acknowledge the Collier Metropolitan Planning Organization's (MPO)
Planning (PL) grant for FY 16/17 and recognize the MPO budget in the amount of $763,514,
effective July 1,2016.
OBJECTIVE: To obtain acknowledgement of the Collier Metropolitan Planning Organization's (MPO)
Planning (PL) grant for FY 16/17 and recognize the MPO budget in the amount of$763,514, effective
July 1,2016.
CONSIDERATIONS: In FY 2016/17, the Collier MPO will receive $543,514 in Federal funding to
conduct transportation planning activities that must meet Federal/State requirements for urbanized areas
with more than 50,000 residents. A $220,000 de-obligation from the carry-over of unused FY 2014/15 —
2015/16 funds must also be included in the budget. The total Collier MPO budget for FY 2016/17 is
therefore $763,514. These funding allocations are included in the bi-annual FY 2016/17-2017/18 Unified
Planning Work Program (UPWP), which the MPO Board adopted on May 13, 2016. The funding source
tables from the UPWP are included as Attachment "A." The MPO is an independent organization that
manages its own funds. The Board of County Commissioners (BCC) acts as the custodian of the MPO's
account,with the Clerk of Courts assisting with the administration of the account.
FISCAL IMPACT: A budget amendment is required to recognize grant funding in the amount of
$763,514 from the Federal Highway Administration (FHWA) Planning Program to MPO Grant Fund
(711), Project 33469. There is no local match requirement. Funding begins July 1, 2016, and does not
coincide with the County's budget cycle. As additional funding becomes available, subsequent budget
amendments will follow.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue,and requires majority support for approval. -JAK
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's Growth
Management Plan.
RECOMMENDATION: To acknowledge the Collier MPO PL grant for FY 16/17 and authorize the
MPO budget in the amount of$763,514,effective July 1,2016.
