EXECUTIVE SUMMARY
Recommendation to reject all bids received for Invitation to Bid #16-6539 "Pesticides, Fungicides,
and Fertilization Applications."
OBJECTIVE: To provide applicator services for the application of County supplied
chemicals/non-chemicals on an "as needed" basis to effectively control fungal diseases and to
eradicate pests for various landscaped locations throughout Collier County.
CONSIDERATIONS: On February 3, 2016, the Procurement Services staff advertised
Invitation to Bid #16-6539 for Pesticides, Fungicides, and Fertilization Applications. By the
submission deadline of February 29, 2016, there were three (3) firms who indicated that they
were not interested in submitting a bid, and four (4) contractors who submitted pricing.
Following the bid opening, Procurement and Growth Management staff performed a review of
the licensing requirements that were consistent with the solicitation document. None of the
bidders submitted the required licenses under Florida Statute.
Staff recommends that the Board rejects all responses for Invitation to Bid#16-6539 "Pesticides,
Fungicides, and Fertilization Applications." A revised solicitation will be issued in the near
future.
FISCAL IMPACT: There is no fiscal impact with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To reject all bids received for Invitation to Bid#16-6539 "Pesticides,
Fungicides, and Fertilization Applications."
