EXECUTIVE SUMMARY
Recommendation to approve an amendment to Resolution 2006-200,as amended,which establishes
the Floodplain Management Planning Committee, to amend the committee membership to allow
for: 1) The County Manager to appoint County staff alternates with voting capabilities, 2) The
County staff members and alternates the ability to reside outside of Collier County, and 3)
Incorporated Municipalities the ability to appoint alternates with voting capabilities to the
Floodplain Management Planning Committee.
OBJECTIVE: To allow for greater participation on the Floodplain Management Planning
Committee.
CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System
(CRS) of the National Flood Insurance Program. The CRS uses a Class rating system to
determine flood insurance premium reductions for residents. CRS Classes are rated from 9
(lower percent premium reduction) to 1 (higher percent premium reduction). The County is
currently rated as a Class 5 community in the CRS program and flood insurance policy holders in
the County receive up to a 25 percent discount on their premiums. Because the County is rated as
a Class 7 or higher community within the CRS program and there are more than ten properties
classified as Severe Repetitive Loss or Repetitive Loss Properties, the County is required to
develop and maintain a Floodplain Management Plan. The Board of County Commissioners
(Board) approved the creation of the Floodplain Management Planning Committee in 2006 to
create and evaluate the Floodplain Management Plan on a yearly basis. There have been two
amendments (2011-118 and 2012-06), attached hereto.
The Floodplain Management Planning Committee was established under the County Manager
and does not act as an Advisory Board to the Board. The County Manager appoints
representatives from the public and County staff from specific departments in the County. In
addition,three members are appointed from the incorporated municipalities within the County.
The proposed changes to Resolution 2006-200, as amended, will allow for greater participation
at quarterly meetings. Alternates with voting capabilities will enhance the committee
membership and provide for a greater level of awareness and productivity.
FISCAL IMPACT: There are no anticipated fiscal impacts associated with this Executive
Summary.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Plan impacts
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires
a majority vote for Board approval. SAS

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, DIRECTING THE COUNTY
MANAGER TO ESTABLISH A FLOODPLAIN MANAGEMENT
PLANNING COMMITTEE
WHEREAS, Collier County is a voluntary participant in the Community Rating System
(CRS)of the National Flood Insurance Program. Because there are more then ten properties in
the County that have filed multiple flood insurance claims within any ten-year period, thus
establishing them as Repetitive Loss Properties,the County is required to develop and maintain a
Floodplain Management Plan, the purpose of which is to promote awareness of floodplain and
flooding issues, identify known flood hazards, discuss past flooding events, assess the current
floodplain and flooding issues,and set goals along with a strategy to make the community more
resistant to flooding;and
WHEREAS, Collier County is currently rated as a Class 7 community in the CRS
Program,which provides up to a 15%discount on the premium rates charged to flood insurance
policy holders. As a Class 7 community,the County is required to annually provide a progress
report on the accomplishment of goals in the Floodplain Management Plan,which Plan must be
updated every five years;and
WHEREAS, on May 9, 2006, the Board of County Commissioners recommended the
establishment of a Floodplain Management Planning Committee.
NOW, THEREFORE. BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that:
SECTION ONE: Creation and Purpose of the Floodplain Management Planning
Committee.
The County Manager is hereby directed to forthwith establish the Collier County
Floodplain Management Planning Committee, with the responsibility to develop and at least
annually evaluate and update the Collier County Floodplain Management Plan. The Committee
shall adhere to the guidelines established in Section 510, et seq., of the CRS Coordinator's
Manual, Edition 2006, as amended from time to time, and all meetings shall be conducted and
governed by the Florida Sunshine Law.
SECTION TWO: Committee Membership.
The County Manager will ensure that membership of the Committee shall include
representatives from County Staff, the incorporated municipalities within Collier County (but
only to the extent they wish to participate), and members of the public. All members of the
Committee shall be voting members,unless otherwise noted in their appointment.

A. County Staff. County Staff shall include at least one employee from each of the
following departments:
- Building Review and Permitting Department
- Department of Zoning and Land Use
- Comprehensive Planning Department
- Emergency Management/Public Safety
- Environmental Services Department
- Engineering Services Department
- Public Utilities Division
- Public Information
- Stormwater Management Department
- Transportation Division
Staff members shall be appointed by,and serve at the pleasure of,the County Manager.
B. Incorporated Municipalities. To the extent that they wish to participate, the City of
Naples, the City of Marco Island, and Everglades City may appoint a representative to the
Committee,which representative shall serve at the pleasure of their respective municipality.
C. Members of the Public.The County Manager may appoint up to ten(10)members of
the public to the Committee, including residents, business owners, property owners and tenants
from flood prone areas. To avoid any appearance of impropriety or conflict of interest, public
members should not be involved in any way in the local building and development industry.
Each public member appointee shall serve at the pleasure of the County Manager.
SECTION THREE:Officers;Quorum;and Compensation
The County Manager shall appoint the Chair and Vice-Chair of the Committee from
County Staff. The presence of a majority of the voting members shall constitute a quorum. The
Committee shall adopt rules and procedures for the transaction of business and shall keep records
and minutes of meetings,findings and determinations. Public members shall not be required to
prepare any reports, The non-County staff members of the Committee shall serve without
compensation, but may be reimbursed for travel, mileage and/or per diem expenses only'if
approved in advance by the County Manager.

Transportation Division and the Community Development and Environmental Division and has
established a new organizational structure; and
WHEREAS, as a result of this new organizational structure, the Board of County
Commissioners desires to revise the levels of staff and public participation on the Floodplain
Management Planning Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that Section Two of Resolution No.
06-200 is hereby revised to read as follows:

members should not be involved in any way in the local building and development industry.
Each public member appointee shall serve at the pleasure of the County Manager.
D. Alternates. Each County Staff and Incorporated Municipalities member may have one
alternate to act on his/her behalf in the event the member cannot attend a meeting. The alternate
shall have all powers of the member in the absence of the member. Only one alternate may be
appointed at a time for each County Staff and Incorporated Municipality member, and the
alternate must be employed by the department or municipality they represent.
SECTION THREE: Officers; Quorum; and Compensation
The County Manager shall appoint the Chair and Vice-Chair of the Committee from
County Staff. The presence of a majority of the voting members shall constitute a quorum.
Alternates shall be considered voting members for purposes of quorum. The Committee shall
adopt rules and procedures for the transaction of business and shall keep records and minutes of
meetings, findings and determinations. Public members shall not be required to prepare any
