OBJECTIVE: To appoint one member to the Industrial Development Authority to fill a
vacancy expiring on June 12, 2017.
CONSIDERATIONS: Established on February 27, 1979, by Resolution No. 79-34 pursuant to
FL STAT 159, Part III, this authority is composed of 5 members who serve staggered, 4 -year
terms. This authority has the power to sell industrial revenue bonds. Money generated from the
bonds is to be used to construct industrial plants, equipment and other facilities which would be
leased or sold to private industry. A list of the current membership is included in the backup.
There is one vacancy on this authority. The vacancy was advertised and an application was

STAFF RECOMMENDATION: That Vicky Tracy be appointed to the Industrial Development
Authority to fill the remainder of a vacant term expiring on June 12, 2017. A recommendation
memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

Dear Ms. Rodriguez:
The Industrial Development Authority has a vacancy, as a result of a member no longer
being a resident of Collier County. You have advertised this vacancy, and the following person
has submitted an application:
Vicki Tracy
The Industrial Development Authority law does not require that applicants possess
knowledge or experience in particular areas, however, when evaluating applications we look for
relevant experience to the work of the Authority and interest in economic development. Ms.
Tracy is well known to the members of the Authority as she was heavily involved in getting The
Arlington of Naples through the IDA financing process, which involved bond anticipation notes
and two bond issues over a four-year period. She understands the process, and this experience
will make her a valuable member of the Authority. As her application shows, she has been
active in our community over the years. Her appointment is highly recommended.
This appointment will be to fill the remainder of the term of Andrew J. Deane, whose
term expires June 12, 2017.
