EXECUTIVE SUMMARY
Recommendation to reject Bid No. 16-6557 — Automated Weather Observation System (AWOS)
Project No. 33452 and re-solicit the project.
OBJECTIVE: To reject all bids for Bid No. 16-6557 and have the Automated Weather
Observation System (AWOS) project re-solicited because the lowest responsive bid as submitted
was approximately forty-seven percent(47%)higher than the cost estimate of$130,000.
CONSIDERATIONS: The Board of County Commissioners (Board) accepted a grant from the
Florida Department of Transportation (FDOT) on November 10, 2015 (Agenda Item 16G4) to
fund an AWOS at the Immokalee Regional Airport(IMM).
An AWOS is a computerized system that automatically measures numerous parameters (such as
wind speed/direction, visibility, precipitation, temperature and dew point), analyzes the data,
prepares a weather observation, and broadcasts the information to pilots in the vicinity of the
airport via VHF radio.
The current AWOS system at IMM is over fifteen (15) years old and has numerous outdated/
obsolete parts. The instrumentation tower is in poor condition, and it does not have the required
fall safety systems installed to allow for safe maintenance and climbing of the tower to access
instrumentation. The most recent Federal Aviation Administration (FAA) inspection, conducted
on May 7, 2015, rendered the system"out-of service."
The project was advertised for bids in the Naples Daily News on February 18, 2016. Over 695
(six hundred ninety five) notices were sent out and 34 (thirty four) bid packages were
downloaded.
The following sole bid was received on March 14, 2016:
Precision Approach,LLC Base Bid $191,299.54
The bid was reviewed by Purchasing staff and the Airport Authority. Staff recommends rejecting
this bid because the lowest responsive bid is approximately forty-seven percent (47%) higher
than the cost estimate of$130,000.
FISCAL IMPACT: Funds in the amount of$135,000 are available in Project 33452.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved
as to form and legality, and requires majority vote for approval. —JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDATION: To approve the rejection of all bids for Bid No. 16-6557 - Automated
Weather Observation System (AWOS)Project No. 33452 and direct staff to re-solicit.
