EXECUTIVE SUMMARY
Recommendation to approve a Bill of Sale conveying the fire suppression facilities installed by the
Collier County Water-Sewer District to Blue Sky's Co-Op, Inc. mobile home park for ownership
and maintenance consistent with existing Utility Standards.
OBJECTIVE: To convey the fire suppression facilities in accordance with the Collier County Utility
Ordinance.
CONSIDERATIONS: Project 70036 improved the long-term reliability of the potable and fire
protection water systems within the Blue Sky's Co-Op, Inc. mobile home park on Radio Road. The
project included the installation of a new potable water service line and a new section of fire line with a
backflow device. This device prevents the backflow of contaminants into the water system, and is a
necessary element to serve the community. In accordance with existing Utility Standards, the fire
suppression facilities within private property should be owned and maintained by the respective property
owner; therefore, the backflow device and the associated piping should be conveyed to Blue Sky's Co-
Op,Inc. at its current net book value.
FISCAL IMPACT: The total recording fees for the Bill of Sale will not exceed $27. Funding is
available in, and is consistent with,the FY2016 Capital Budget approved by the Board on September 24,
2015. The source of funding is the Water User Fee Fund(412). This action will require disposition of the
asset which has an approximate net book value of approximately$23,200.
GROWTH MANAGEMENT IMPACT: These improvements meet current Growth Management Plan
standards.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality,and requires majority vote for approval.—JAK
RECOMMENDATION: That the Board of County Commissioners, and as Ex-officio the Governing
Board of the Collier County Water-Sewer District:
1. Approves the Bill of Sale of Backflow Prevention Device, and authorizes the Chairman to
execute the aforementioned document; and
2. Directs the County Manager or his designee to proceed to follow all appropriate closing
procedures and record the aforementioned document in the Public Records of Collier County,
Florida.

GOVERNING BODY OF COLLIER COUNTY AND AS EX-OFFICIO THE GOVERNING BOARD

a Florida not-for-profit corporation,its successors and assigns, ("GRANTEE"),
GRANTOR, for and in consideration of Ten Dollars ($}0.00) and other good and
valuable consideration from GRANTEE to GRAwTDR, receipt of which is hereby
acknowledged, GRANTOR hereby CONVEYS to GRANTEE, its successors and assigns
forever, ownership in and to any and all backflow prevention device(s), and any other
infrastructure or improvements appurtenant thereto or thereunder, associated
therewith and/or connected thereto, attached upstream or downstream of the
backflow prevention device, and all portion(s) thereof lying in, nn, over and/or under
the following described land beginning at GRANTEE's property line, for GRANTEE'S
oparo0on, replacement, repairs, maintenance, and/or relocation, lying and being in
