Associates for safety improvements associated with the design plans to the sidewalk/pathway
connecting the Collier County beach parking lot at the end of Seagate Drive to the North Gulf
Shore Boulevard beach access for$5,140 and make a finding that this expenditure promotes
tourism. (Commissioner Taylor's request)
Move Item 16E5 to Item 11D: Recommendation to authorize the Division of Emergency
Management to purchase food and drinks for the flight crew and support personnel from the
National Hurricane Center during the public aircraft static display at the Naples Airport(not to
exceed $500). (Commissioner Taylor and Commissioner Fiala's separate requests)

in Collier County and recognizing the Collier County
Sheriff's Office, State Attorney's Office, 20th Judicial

and concerned citizens throughout Collier County and
America to raise awareness of victims' rights and
observe National Crime Victims' Rights Week. This
proclamation will be sent by mail to the listed

PROCLAMATION
WHEREAS, Americans are the victims of more than 20 million crimes each year, and crime
can touch the lives of anyone regardless of age, national origin, race, creed,
religion, gender, sexual orientation, immigration, or economic status; and,
WHEREAS, Too many communities feel disconnected from the justice and social response
systems, and have lost trust in the ability of those systems to recognize them
and respond to their needs; and,
WHEREAS, Victims of repeat victimization who fail to receive supportive services are at
greater risk for long-term consequences of crime; and,
WHEREAS, The victim service community has worked for decades to create an
environment for victims that is safe, supportive and effective; and,
WHEREAS, Intervening early with services that support and empower victims provides a
pathway to recovery from crime and abuse; and,
WHEREAS, Honoring the rights of victims, including the right to be heard and to be
treated with fairness, dignity, and respect, working to meet their needs
rebuilds their trust in the criminal justice and social service systems. Serving
victims and rebuilding their trust restores hope to victims and survivors, as
well as their communities; and,
WHEREAS, The Collier County Sheriff, State Attorney's Office 20th Judicial Circuit of
Collier County and Project HELP, Inc. are joining forces with victim service
programs, criminal justice officials, and concerned citizens throughout Collier
County and America to raise awareness of victims'rights and observe
National Crime Victims'Rights Week:
NOW THEREFORE, be it proc/aimed by the Board of County Commissioners of
Collier County, Florida, that April 10 - 16, 2016 be designated
as
Crime Victim's Week
