EXECUTIVE SUMMARY
Recommendation to appoint a member to the Black Affairs Advisory Board
OBJECTIVE: To appoint one member to the Black Affairs Advisory Board to a term expiring
on June 25,2019.
CONSIDERATIONS: This nine member board was created in 1991 to identify and evaluate
problems unique to the black community, review and recommend ways to ensure open
communication between minorities and Collier County government, and provide periodic reports
to the Board of County Commissioners. Terms are four years. A list of the current membership
is included in the backup.
There are currently four vacancies on this advisory board. The vacancies were advertised and an
application was received from the following:

STAFF RECOMMENDATION: There have been difficulties achieving a quorum on this
board, and as a result the board has not met during the past few months. Staff is recommending
that Ms. Esquilin be appointed to fill the remainder of a vacant term on this board which shall
expire on June 25, 2019. A recommendation email is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

The Black Affairs Advisory Board (BAAB) has experienced quorum issues and has not been meeting
regularly during the last 4-5 months. As you know, there are four unfilled seats on the BAAB.
Because the remaining BAAB members have been unable to review the application submitted by Lis
Esquilin on September 3, 2015, I have contacted Ms. Esquilin and confirmed that she is still interested in
membership on the BAAB. I have also reviewed her application and confirmed that she meets
qualifications for membership. Therefore, it is my recommendation that the Board of County
Commissioners appoints Lis Esquilin to a term on the BAAB.

Studied and graduated from Interamerican university in Puerto Rico . Worked as an elementary
school teacher and as a Head Start Advance teacher also in the island until I relocated to Naples
Fl. My dad is a retired engineer in Puerto Rico. My sister serves at the U.S. Air Force. Brother
has owned his business and other two sisters (one a social worker in the island)the youngest a
microbiologist at Arthrex . Come from a combined Hispanic family that looks black but believes
in the American Dream and our government. I think the voice from the citizens can make the
difference!
