EXECUTIVE SUMMARY
Recommendation to reject the sole response received from Invitation to Bid (ITB) #16-
6574 Large Vehicle Collision Repairs for Fleet Vehicles and authorize staff to re-solicit.
OBJECTIVE: To efficiently maintain County vehicles and equipment through approved
vendors for automotive, heavy equipment, and small equipment parts and supplies while complying
with all Federal grant procurement requirements.
CONSIDERATIONS: Staff prepared ITB # 16-6574 Large Vehicle Collision Repairs and
issued the Invitation to Bid (ITB) on January 25, 2016 with federal grant requirement conditions.
On February 17, 2016, one bid was received but deemed non-responsive because the required grant
documents were not submitted. Two(2) additional firms provided letters of non-interest. In order to
obtain a more competitive solicitation, Fleet Management and Procurement Services recommend
that the Board reject the sole non-responsive bid for ITB #16-6574, allow staff to make necessary
modifications to the solicitation, and re-solicit as soon as possible. Upon rejection by the Board,
staff will issue a new solicitation. In the interim, Fleet will follow the Procurement Ordinance,
Section 8: Informal Competition, and obtain quotes when these services are needed.
FISCAL IMPACT: There is no fiscal impact with this recommendation.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan.
LEGAL CONSIDERATION: This item has been approved as to form and legality and requires
majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners rejects the Invitation to
Bid(ITB)#16-6574 for Large Vehicle Collision Repairs and authorizes staff to re-solicit.
