EXECUTIVE SUMMARY Recommendation to approve the State Housing Initiatives Partnership Annual Report and authorize the Chairwoman to sign the State Housing Initiatives Partnership Certification for fiscal year 2012/2013 to ensure compliance with program requirements. OBJECTIVE: Comply with State Housing Initiatives Partnership (SHIP) Program annual report submission requirements. CONSIDERATIONS: Pursuant to Section 420.9075(10), Florida Statutes, transmittal of the annual report and certification by the county's chief elected official, or his or her designee, certifies that the local housing incentive strategies and the local housing incentive plan, have been implemented or are in the process of being implemented. As a participant in the SHIP program, Collier County is required to submit an annual closeout report and the required certification must be executed by the Chief Elected Official of Collier County Board of County Commissioners. Local governments have three years to expend the distribution of program funds issued to the County. At the end of those three years or when all program funds are spent for a fiscal year allocation (whichever occurs first), the County shall submit to the Corporation a "closeout" report by its' affordable housing program and accomplishments. The County was granted an extension from Florida Housing Finance Corporation to spend the remaining funds for FY 2012/2013 by February 29, 2016. All funds were spent prior to extended deadline. Annual Reports shall be submitted to the Corporation via the internet. Once the annual report is approved and the certification form is executed and submitted to the Florida Housing Finance Corporation, Collier County will be in compliance with the reporting requirements of the SHIP program. FISCAL IMPACT: The proposed action has no new fiscal impact. The funding source for this grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund 791, Project 33222. Execution of the certification will ensure that Collier County continues to be eligible to participate in and receive future funding from the SHIP Program. GROWTH MANAGEMENT IMPACT: Execution of this certification and continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: The certification is a form document provided and required by Florida Housing Finance Corporation. This item is approved for form and legality and requires a majority vote for Board action.—JAB RECOMMENDATION: That the Board of County Commissioners authorize the Chairman to sign the state FY 2012/2013 SHIP Certification to ensure compliance with program requirements.
