EXECUTIVE SUMMARY
Recommendation to direct the County Manager to prepare an interlocal agreement with the City of
Naples for a joint stormwater and sanitary sewer improvement project for various streets between
Goodlette-Frank Road and US-41.
OBJECTIVE: To obtain authorization for the preparation of an interlocal agreement between
the City of Naples and Collier County for a project to address stormwater(flooding)problems on
several streets between Goodlette-Frank Road and US-41 (Tamiami Trail) and simultaneously
install sanitary sewer lines in some areas that have experienced septic tank failures during
periods of high rainfall.
CONSIDERATIONS: The area bounded by US-41 to the west, Pine Ridge Road to the north,
Goodlette-Frank Road to the east and Golden Gate Parkway to the south [hereinafter referred to
as the West G-F Road area], has a long and varied history of periodic street and yard flooding,
with limited amounts of structure flooding. This area is within the City of Naples' sewer and
water service area, and some streets are currently unsewered with owners utilizing septic
systems.
Collier County Stormwater Management has constructed stormwater improvements within the
West G-F Road area in previous years, ranging in scope from roadside swale and culvert
reconstructions to entire subdivision stormwater system reconstructions. The current FY15-16
budget includes funding for small scale stormwater improvements along Ridge Street. However,
staff has long been aware of the need to evaluate the stormwater needs in a more comprehensive
manner and address the multiple recurring issues in the area.
In September 2015, and again in January 2016, staff from both the County Stormwater
Management section and the City of Naples Utility Department met to discuss a joint project to
address the sanitary sewer needs of the area while the County is constructing stormwater
projects. As a result of the 2015 meeting the County Manager wrote a letter to Mr. Bill Moss,
City Manager, requesting the City's consideration for developing a comprehensive solution to
effectuate sanitary sewer and stormwater improvements in the area.
As a follow-up to this letter request and the staff meetings, the City Council unanimously
approved the concept of developing an interlocal agreement with the County at their 2-17-16
City Council meeting [Regular Agenda Item 19]. The conceptual discussions for the contents of
the interlocal agreement would be for the County to manage the project from design through
construction, using current Stormwater funding identified for the Ridge Street design and
construction project ($400,000) for the preparation of the stormwater and sewer plans (also
includes some possible minor potable water line relocations) and permitting, with the County
funding the subsequent stormwater construction and the City Utilities Department funding the
subsequent sewer (and possible minor water line relocation) construction. The interlocal
agreement would identify the details and be presented to both City Council and the Board of
County Commissioners (Board) for approvals before the project could proceed.

FISCAL IMPACT: There is no proposed fiscal impact in the development of the interlocal
agreement. The fiscal impacts of the interlocal agreement will be presented at the time the
agreement is brought to both the City Council and the Board for approval.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no
legal issue at this time, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: The development of an interlocal agreement to
develop a comprehensive solution to a multi-faceted problem is in accordance with the intent of
the Growth Management Plan Intergovernmental Coordination Element.
RECOMMENDATION: To proceed with the development of an interlocal agreement with the
City of Naples to effectuate a comprehensive approach for the improvement of stormwater and
sanitary sewer infrastructure within the West G-F Road area and bring the interlocal agreement
back to the Board for subsequent review and approval.
