EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners direct the County Manager to
work with the Collier County Clerk of Courts to develop a process that will insure prompt
payment of invoices.
OBJECTIVE: I have asked the Collier County Clerk of Courts to address the Board of
Commissioners. The purpose of this presentation is to clarify the problems that the Collier
County Clerk of Courts has had with some invoices submitted from our vendors. It is hoped that
a resolution to this problem can be crafted by the Board of Commissioners and that our vendors
will have a clear process established for prompt payment for the work they perform for Collier
County.
CONSIDERATIONS: For more than a year there has been difficulty getting some vendors
paid by the Clerk of Courts. At the last meeting, we heard from the Procurement Division
regarding lack of progress by the Collier County Clerk's office of paying some vendors and I
think it is important to hear from the Collier County Clerk of Courts regarding the impediments
that he has identified that have prohibited prompt payment of these invoices.
It is important that the Clerk have an opportunity to state, on the record,his reasons why this
process has been difficult. It is also important that the Board of County Commissioners look
beyond the legal battle between the Clerk and the County Manager that has shaped our responses
to this date and work together to craft a practical and fair solution to this ongoing problem.
FISCAL IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no
legal issue at this time, and requires majority vote for approval. -JAK
